International Vocational Education and Training Association (IVETA) Conference
The study was designed to determine the preparedness of a cohort of career and technical teachers to meet the requirements of the contemporary classroom. Using the field-based, competency-based alternative teacher education model operated by Temple University, it was determined that Temple University's career and technical education teachers felt well prepared to meet the challenges of the contemporary classroom. It was also evident that there were both similarities and differences in how teachers in academic disciplines and teachers in career and technical fields perceived their readiness to teach the next generation of students. Indicators in the study further suggest that there …
Manpower Planning In Hong Kong, Anthony Cheng
Manpower Planning In Hong Kong, Anthony Cheng
International Vocational Education and Training Association (IVETA) Conference
1. VTC has been using the Manpower Requirement Approach (MRA) for projecting disaggregate sectoral employment by skill/occupational group. The whole exercise comprises isolated studies of the 25 economic sectors based on employers’ perception of possible trends. 2. Labour Market Analysis (LMA) differs from MRA in terms of both focus and data requirements. LMA focuses on information from all players in the labour market, uses primary as well as other available secondary data, and analyzes data using also econometric models. 3. For consistency, the Task Force has conceptualized an LMA framework, outlined as: Level One Aggregate Economic Level. Level Two Aggregate …

What’S Happening In Your Teacher Education Program?, C. Gloria Heberley
International Vocational Education and Training Association (IVETA) Conference
Six questions are presented, the answers to which will enable program administrators to gain valuable insights to their current or proposed teacher education program. Consideration of program aspects as perceived by participants at all levels can assist in the planning of appropriate interventions to mitigate complications. The questions were used in a recent study of the alternative vocational teacher education program at Temple University, known as VITAL. Responses to the questions revealed a cluster of themes that converged to form a concept identified as “generative” leadership. Generative leadership appears to be a major influence in the success of that program. …

An Examination Of The Concept Of Providing Leadership Development For All Students As An Integral Part Of Classroom Instruction, Jerome I. Leventhal
International Vocational Education and Training Association (IVETA) Conference
The concept of having all career/vocational/technical students develop leadership skills in addition to their other salable skills is recognized by both educators and employers. Total student development is necessary for all students to ensure successful roles in society, and to enter the labor market. Incorporating leadership skills in the instruction, improves the quality and relevance of the instruction, develops student leadership, enhances citizenship responsibilities, overcomes sex and race discrimination and stereotyping, and benefits all students including special populations and minorities. Occupational skills need to be enhanced with skills that enable the student to communicate with employers and do well in …

Stress Management For Teachers In Vocational Education And Training Sector, Gloria, Ching Wah Chan
International Vocational Education and Training Association (IVETA) Conference
Much of the stress of teaching is related to problem behaviour in the classrooms. The most effective way of managing behavioural problems is to prevent them from arising, and to minimize their occurrence. The focus is the teacher's ability and willingness to create a successful learning situation appropriate to the student's needs. Essentially, stress can be a challenging, exciting stimulus to personal growth, whilst excessive stress can prove damaging to psychological and physical health because it often triggers emotional and physical strain that may be harmful. So, people are motivated to cope with stress. However, the reactions to stress and …

The Virtual Training Center (VTC) integrates the ideas of media-based learning environments into the idea of the learning platform which has increasingly influenced theoretical discussions at international congresses (e.g. Learntec 2000, Karlsruhe, see www.learntec.de). The VTC simulates a training center in the web and serves as a platform of internet or intranet based courses and self-learning media. Seminars and workshops can be held, media and documents can be worked on and administered and know-how can be exchanged. The basic idea of the VTC is to create a web-based infrastructure which shelters all possibilities of web-based teaching, learning and training.

In Search Of A Governance Framework Of Vocational Education And Training For The 21st Century: An International Comparative Study, Humphry Hung
International Vocational Education and Training Association (IVETA) Conference
This paper focuses on the governance framework in relation to the decision-making process which designs, moulds and formulates the policy on vocational education and training (VET) to meet the needs of various industrial and commercial sectors in Hong Kong. There has been a long history of an apparently close relationship among government, businessmen and academics who form a tripartite alliance in making decisions on VET within the framework of the government’s co-optation strategies. Such a triple alliance may be regarded as a necessary and desirable outcome of the political system and environment in Hong Kong. It may also be a …

This paper deals with the challenges for vocational education and training administrators in the Northern Territory of Australia to respond to calls for action to address apparently opposing needs and forces. Issues considered include the incongruity of development theory and globalisation theory in the context of the Australian outback; the provision of effective training and employment programs to a largely traditional Indigenous population in remote Northern Territory communities; the clash between strategic planning in governmental and organisational contexts and the transmitted Indigenous world picture; the ambiguity of training for employment or the establishment of an enterprise culture in the remote …

States in the Caribbean Community (Caricom) are exploring regional integration of TVET as a means of improving the quality of training to enable improved worker performance and labour market mobility of workers in the region. This involves reaching a consensus on (1) the basis for design of training programmes, e.g. the approach to standards, use of ompetency-based approaches, etc., and (2) the framework for recognition and certification of trainees/workers that facilitates upward mobility and lifelong learning. Current efforts to achieve regional integration are discussed with issues and problems highlighted for discussion.

Integration Of General Education Into The Vocational Training Curriculum, Kwok Hung Lai
International Vocational Education and Training Association (IVETA) Conference
As our economy is moving towards knowledge-based post-industrial era, graduates need to re-equip themselves to meet with rapidly changing expectations of employers and society. Vocational education institutions also need to provide a seamless learning experience to students and enhance their lifelong learning abilities. General education should form an integral part of the total education experience, instead of ad hoc extra-curricular activity. It should be well integrated into the existing vocational training curriculum. This paper discusses the arguments for such grounds and suggests how this can be implemented.

Educational programmes were being conducted for students to realise such social responsibility soon after they graduate. The evaluation of the educational programmes is based on the empirical data collected after the delivery of educational packages.

Role Of Supported Services In The Provision Of Vocational Training For Open Employment To People With Disabilities In Hong Kong, Woon-Ching, Eliza Lo Chan
International Vocational Education and Training Association (IVETA) Conference
The performance indicator for training for open employment is on how successfully the trainee is being employed in a job. Other than providing the job skills required which was always the emphasis in the vocational training, there are other issues, equally important, that should be addressed to prepare the trainees to enter into the competitive open job market. Independent and social skills should be strengthened through programmed activities. Attention should also be paid to minimize the mismatch between skills training and job opportunities to the trainees. Based on the provision in the skills centres for the people with disabilities aiming …
