Policy Transfer Across Borders: An Actor Network Analysis Of Standards For Principals And Vice-Principals In China, Wei Wei

Adopting a critical approach to policy analysis, this qualitative comparative case study uses Actor Network Theory (ANT) to explore the transfer of the global discourse on leadership standards to China, the adaptations of the discourse as observed in the Professional Standards for Compulsory Schools Principals (PSfP) (MoE of the PRC, 2013), and the enactment of the PSfP in schools. While most studies researching the PSfP are limited to related background in China, this dissertation situates the policy in the global convergence of leadership standards, and highlights the nature of policy transfer, which is multi-directional and political. The research study examined leadership in one post-secondary educational organization through the lens of complexity theory. The post-secondary educational organization in this study is a complex adaptive system that is entangled in uncertainty, non-linearity, and interconnectivity, where the system is under constant change and predictions based on past practice are not always possible. Coleman’s research identified norms, networks, and trust as being crucial to the definition of social capital. This qualitative exploratory case study, situated in a Canadian community college, was designed to characterize the leadership practices that have emerged during the implementation of national curriculum standards in a Denturism program. The program has recently adopted the curriculum standards outlined in the National Competency Profile for Denturists (NCPD). This qualitative study investigated how advocacy groups for rare chronic health conditions understood their relation to, and interaction with, educational leadership and policy. This study adopted a critical research orientation and framed inclusion as an equity and social justice issue. Semi structured interviews were conducted with advocates representing various rare chronic health conditions, and a policy review of Ontario’s inclusion policy, as well as relevant health policies were conducted. The analysis revealed that there was tension in participants’ understanding of inclusion, and participants did not always support full inclusion for students with rare chronic health conditions.
