A new report compares the performance of Florida Virtual School (FLVS) students with students in traditional brick-and-mortar schools and concludes the FLVS students perform about the same or somewhat better on state tests and at a lower cost. The report claims to be the first empirical study of K-12 student performance in virtual education. This is not correct, and the report in fact confirms the findings and repeats the methodological flaws and limitations of previous research. The report’s findings fail to account for the potential bias of student selectivity in the FLVS sample, the potential impact of regression effects, differential …

Online Professional Development: Criteria For Selection By Teachers And Evaluation By Administrators, Joshua C. Elliott
Education Faculty Publications
The purpose of the current qualitative case study was to explore which criteria administrators in a mid-sized public school district in Connecticut use when evaluating whether an online professional development program meets the needs of both the district and the teachers. The study also explored which criteria teachers use when they are selecting an online professional development program. The first research question was, what criteria do school administrators use in evaluating online professional development programs as effective professional development for teachers? The second research question was, what criteria do teachers use in selecting online professional development programs? Data were collected …

The Professional Learning Motivation Profile (Plmp): A Tool For Assessing Instructional Motivation, Barbara A. Marinak, Divonna M. Stebick, Mary Paxton
Education Faculty Publications
This article chronicles the collaboration of administrators from six districts and three college professors as they assessed professional learning during the first year of teaching. The examination led to the development of a Professional Learning Motivation Profile. Results from the profile indicated a traditional model of professional development was not effective in growing the professional learning motivation of beginning teachers. Anecdotal data shared includes how administrators used the data to inform conversations designed to support teachers in their journey toward courageous, effective instruction.
Politics Are Crushing The Standards, Dave Powell
Politics Are Crushing The Standards, Dave Powell

The recent news that Oklahoma Gov. Mary Fallin signed a bill to, in the parlance of the times, "repeal and replace" the common-core standards in her state was surprising, to say the least, notwithstanding a legal challenge to the repeal filed in the Oklahoma Supreme Court by parents, teachers, and state board of education members on June 25. Before Gov. Fallin was against the standards, she supported them. [excerpt]

A hallmark of being Catholic is a concern for and dedication to those in need and our service to others. Jacqueline Kelleher, faculty member in the Isabelle Farrington College of Education at Sacred Heart University, discusses how her studies of the Catholic intellectual tradition moved her to become a member of the Bridgeport Board of Education, Connecticut's largest, poorest, lowest achieving school district.
Using Shared Reading And Close Reading To Bridge Intervention And The Common Core, Karen C. Waters
Using Shared Reading And Close Reading To Bridge Intervention And The Common Core, Karen C. Waters
Education Faculty Publications
While classroom teachers are grappling with the Common Core State Standards (CCSS) and its implications for instruction in the core curriculum, designing effective intervention to meet the needs of diverse struggling readers poses another challenge, especially because Response to Intervention (RTI) as an instructional framework frequently emphasizes the teaching of discrete skills. Experts have concluded that intervention focusing primarily on foundational skills without instruction in comprehension is not only contrary to literacy research, but also antithetical to the shift to contextualized literacy instruction, resulting in fragmented instruction for those most in need. At the same time, inherent within both CCSS …

Using standardized test scores as the main measure of educational achievement is not enough to capture the complexity of a student's or school's needs, challenges, and successes. "Leveraging Time for School Equity: Indicators to Measure More and Better Learning Time" presents a new set of comprehensive, rich, and meaningful measures of what matters to students, schools, and systems. The framework of twenty-four indicators emerged via extensive research and collaboration with school designers, community organizers, researchers, local funders, and other partners of the Ford Foundation's More and Better Learning Time (MBLT) initiative. The project aims to use learning time as a …

In this study, we consider three school leaders in Haiti who provide examples of innovative and exemplary leadership practices in the midst of challenging circumstances. Using a framework of innovative (Moolenaar, Daly, & Sleeger, 2010; Rogers, 2003) and exemplary leadership practices (Kouzes & Posner, 2006), we examine three themes that emerged from interviews with the three participants, observations of their work in the field, and interviews with other educational stakeholders in their communities. We raise considerations for leadership practices that include: The importance of social and professional networks, barriers and opportunities to innovative practice, and collaborations involving community, regional, national, …

Educational Leadership In A Fragile State: Comparative Insights From Haiti, Gaetane Jean-Marie, Steve Sider
Education Faculty Publications
Although there has been extensive examination of educational leadership in the developed world (e.g. Fullan, 2001; Leithwood & Sun, 2012), there has been much less research on school leadership in fragile states such as Haiti. This paper responds to Dimmock and Walker’s (2000) call for greater attention to comparative and international research on educational leadership specifically by examining school leadership in the Haitian context. The study on which this paper is based examines the experiences of eight school leaders in Haiti in response to the question: “What types of leadership practices do school leaders in Haiti exhibit?” Three themes are …

K-12 Online Learning: A Worldwide Perspective, Michael K. Barbour, Kathryn Kennedy
Education Faculty Publications
K-12 online learning is often used as an umbrella term to describe all instances of kindergarten through 12th grade students' learning by using the Internet. This chapter will explore the state of K-12 online learning in North America and around the world. From correspondence education to complete online schools that are found in some school districts today, K-12 online learning is continuing to grow at seemingly exponential rates. Policies in various districts and countries, along with the individual needs of students and goals for the education system, have often dictated--or at least influenced--this development. In this chapter, we explore these …

Over the past decade, the number of K-12 students engaged in online learning has increased from between 40,000 and 50,000 to more than two million. Students have also gained increased access to mobile devices throughout recent years, and educators have actively looked for ways to capitalize on this trend.
A case study of students enrolled in an Advanced Placement European History course, offered by a statewide, supplemental virtual school in the Midwest. The students were studied over the course of four weeks, using Mobl21, an app that works on mobile devices, and offers an emulated version that runs on a …

Design Research Using Game Design As An Instructional Strategy, Jason Paul Siko, Michael Barbour
Education Faculty Publications
Game design as an instructional tool can be expensive and time-consuming, as new software requires not only capital outlay but also training for teachers and students. Therefore, researchers have looked at low-tech design platforms to accomplish the same educational goals. One such way is to use Microsoft PowerPoint as a game design tool. In the second iteration of a design study, we have changed the way a homemade PowerPoint game project is implemented in an environmental chemistry classroom by providing more structure and more opportunities for instruction and feedback on the elements of the game design. We compared the performance …

Many involved with the practice or study of K-12 online and blended learning are familiar with the American context. It surrounds us in the media and published research. However, online and blended learning is occurring in meaningful ways to address specific K-12 student needs all around the globe. There are several areas where the international practice is consistent with what we know about the United States (e.g., similar evolutions, early initiatives were government-funded, many of the labels are similar). At the same time, there are some key differences internationally (e.g., the prevalence of legacy forms of distance education, a lack …

Online charter schools are unique among K-12 online learning options for students. They are full-time, public schools that combine online learning with traditional and home schooling practices. They are often chartered by a state agency, supported in full or in part with state funds and most often managed by a private educational management company. Some extol the virtues of these schools as being able to reach unique student populations at a fraction of the cost borne by traditional public school education. Others are concerned over the lack of evidence supporting the effectiveness of these schools and the problems encountered by …

The Portrayal Of Teachers In Children's Popular Fiction, Nancy Niemi, Julia B. Smith, Nancy Brown

This study explores cultural messages about teachers and teaching, as delivered by current children's literature. Our findings confirmed that teachers are still portrayed, in text and picture, as White, kind, conservative, women who teach for the love of children. More surprisingly, we also found that: 1) the stories conveyed strong themes of students acting as agents of teachers’ identity work, 2) that students often position teachers as sex objects, and 3) that teachers’ social class is characterized as working class. The results imply ambivalence about teachers’ identities and suggest that the teaching profession keeps women in a powerless and objectified …

This paper examines the capabilities, values, and constraints of young mothers participating in a youth entrepreneurship program in Tanzania and Uganda. Entrepreneurship education is an increasingly popular development strategy for vulnerable and out-of-school youth. The ultimate value of these programs rests in the ability of these youth to convert the knowledge and skills they acquire into valued livelihood opportunities. It is therefore important to understand the characteristics, experiences, and needs of the participants, as well as the socio-economic conditions that shape their abilities to apply their newly acquired knowledge and skills. Findings from this study suggest young mothers enter the …
