The issue of reading failure among Black children, particularly those of urban areas, has been a consistent concern among educators and parents. Reasons as to why these children do not, as a group, achieve comparably with national norms relate heavily to the style of oral language they employ. Explanations given by experts in the areas of education and linguistics are derived from two models of reading behavior postulated by Weiner and Cromer (1967), the deficit model of reading failure among Black children which attributes their difficulty to the absence of adequate Standard English language skills, and the difference model, which …

The purpose of this study was to examine the personal characteristics and experience profile of the Iowa public school superintendent that could be used to describe that individual. The method used was a survey instrument mailed to the totality, four hundred forty-seven, of the Iowa public school superintendents during the 1978-1979 school year. Four hundred twenty-six completed replies were received for a response of 95.1 percent. Data was compiled by computer and then analyzed. This study examined some of the behavioral and academic characteristics of students who were placed in transition rooms, program philosophies and goals, behavioral and academic benefits of the transition experience, and parental reactions to the programs.
Subjects were 43 white middle-class students who were enrolled in two transition rooms in a midwestern school district during two consecutive school years. Fall and spring data from teacher ratings on the Myklebust Pupil Rating Scale (PRS) were obtained and used as indices of behavioral characteristics and progress. The purposes of this study were 1) to compare the Moral and Friendship Development of regular class male students 1 with that of age matched EMR male students, and 2) to compare the relationship between Moral and Friendship Development within each group.
The 30 male subjects, 15 from regular classes and 15 from EMR classes, were equally divided into three chronological age groups; 5-6, 7-8, and 9-10. The regular class subjects were attending the UNI lab school; EMR subjects were attending public schools in Fredricksburg, Charles City, Cedar Falls and Waterloo, Iowa.

Minimum competency testing (MCT) has been a controversial educational issue for the past several years. Much of the literature on this topic has been written by educators and/or members of the public who are not directly responsible for implementation, administration, or evaluation of test results. This study was designed to gather information from primary sources concerning their opinions about the use of minimum competency testing programs in their own schools. The problem of the study was to determine the reliability of using the Consumer Price Index (CPI) or the Gross National Product (GNP) deflator to control the budgets of Iowa schools. The study centered on how accurately either index measured the inflationary pressures on a selected Iowa district from the 1972-73 school year to the 1979-80 school year. To determine the accuracy of either index, an Education Price Index (EPI) was computed using the financial records of the Corwith-Wesley Community School District. The EPI was then compared with both the CPI and the GNP deflator. It was hypothesized that both …
