Purpose: The purpose of this ethnographic study was to identify and describe how California community college Latina mid-level leaders are culturally responsive in their leadership strategies, based on Horsford, Grosland, and Gunn’s (2011) culturally relevant leadership framework.

Methodology: This ethnographic study identified and described how Latina mid-level leaders within the California community colleges utilize culturally responsive leadership strategies using Horsford et al.’s (2011) culturally relevant leadership framework. Purpose: The purpose of this phenomenological research study was to describe the behaviors that exemplary community college presidents practice to lead their organizations through conversation as depicted by Groysberg and Slind’s (2012) four elements of conversational leadership: intimacy, interactivity, inclusion, and intentionality.

Published in 2005, the American Association of Community Colleges developed a list of six leadership competencies deemed by stakeholders as essential to a community college leadership position. The six AACC leadership competencies include organizational strategy, resource management, communication, collaboration, community college advocacy, and professionalism, and they have been well researched with upper-level community college leadership, student services personnel, and boards of trustees. A leadership crisis is pending at America’s community colleges. Presidents are serving shorter terms (Stanley & Betts, 2004) and retiring rapidly (Duree, Ebbers, Santos-Laanan, Curtis, & Ferlazzo, 2008). Weisman and Vaughan (2006) project that 84% of current community college leaders will retire by 2016. New chief executives need to be effective at implementing the goals set by the board of trustees in a timely manner. The community college presidency is in critical state of evolution. Boggs (2003) stated that the rate of presidential retirements appears to be on the rise, with 79% of presidents planning to retire by 2012. Weisman and Vaughn (2007) in a 2006 survey found the number of presidents planning to retire within ten years is 84%. The most likely candidates to fill these presidential vacancies are the senior administrators. This presents a challenge because the senior administrators are at the same age as the retiring presidents and they too are preparing for retirement.
