Human trafficking consists of both sex trafficking (ST) and labor trafficking (LT) and is a growing problem for the United States. The Federal Human Trafficking Report (2019), states that Missouri is ranked ninth in the country for active criminal human trafficking cases. This issue is particularly prevalent in our churches because churches serve vulnerable populations and predators may be drawn to churches. Religious academic literature about pastor advocacy for victims of ST is lacking, while popular news sources reference case after case where pastors are the predators. Identifying gifted students early is important so they may receive adaptations in their learning environment including admittance into gifted programs (Subotnik, Olszweski-Kubilius, & Worrell, 2012). An effective method to increase the likelihood of identifying gifted students is needed (Pfeiffer, 2003). This policy advocacy study examined the current grade and promotion policy on record for Mountain West School District (MWSD) as it relates to mastery of the Common Core State Standards (CCSS) and the Illinois Learning Standards (ILS), the academic targets identified for students to be successful in colleges and careers. Lesbian, gay, and bisexual (LGB) students have been historically marginalized and at-risk for school dropout (Pope, Bunch, Szymanski, & Rankins, 2004), and school counselors advocate for them (ASCA, 2013a). For this survey study, empirical and conceptual literature pertaining to factors that were hypothesized to relate to school counselor advocacy for LGB students were reviewed. In particular, there has been limited empirical data that have addressed this issue. The underlying theoretical framework applied was the Theory of Planned Behavior (TPB) (Ajzen, 1985). The purpose of this policy advocacy document is to create a comprehensive policy supporting the education of students with mental illness disorders. Critical issues of school attendance, credit recovery, reintegration, and staff professional development formed the four parts of the policy statement. An examination of critical issues impacting students with mental illness, as well as an analysis of the educational, economic, social, political, moral, and ethical issues were used to inform the creation of this policy.
