The University of the Eastern Shore of Virginia Foundation (Shore U) submitted a Request for Assistance to examine opportunities to expand postsecondary education on Virginia’s Eastern Shore. In response to this request, a doctoral research team conducted a mixed-methods study that explored potential pathways for a four-year degree option on the Eastern Shore. Eastern Shore Community College (ESCC) students, ESCC employees, and Eastern Shore community members were surveyed during the quantitative phase of the study. Despite efforts through legislation to increase the engagement of individuals with intellectual and developmental disabilities (IDD) in competitive integrated employment (CIE) and post-secondary education, outcomes remain poor. However, recent policy has emphasized CIE as a preferred outcome and created new opportunities to engage individuals with IDD in post-secondary education. Likewise, research into the transition of youth with disabilities has revealed several predictors of post-school success including inclusive education and a variety of vocationally-oriented experiences. This qualitative research study determined the effectiveness of Measuring Up, the National Center for Public Policy and Higher Education's national state based higher education report card, as a tool for state leaders in developing postsecondary educational policy. The researcher interviewed state postsecondary leaders in Maryland, North Carolina and Virginia, including state government leaders and administrative officials. Interviews were conducted with nine participants.The participants in this study collectively identified the most pressing issues impacting higher education access. Affordability was identified as the predominant factor impacting access to postsecondary education; the preparation of secondary students was also identified as an issue of …
