Since the First World War, there has been an increased recognition for the need of physical education in the elementary school. Although educators recognize and agree on the need, they are not in agreement as to how to best achieve this need. Some educators believe that physical education should be taught as a specialized subject. Through this means, instruction is provided by a specialist who is trained in physical education. The way these duties are conducted and carried out will have a direct influence on the outcome of any physical education program and each child within this program.

Intramural activity programs, as employed in the modern American high school, represent a very recent and fast growing development. In early colonial days youth was necessarily absorbed in helping to build a new nation out of the wilderness. Clearing forests, building homes, and handling heavy chores were some of the tasks of which youths were an important part. They had little leisure time for play.
