The primary goal of vocational education is to prepare the student to successfully enter the world of work. While the present educational structure seems to work well for most Anglo-American students, there is evidence that the system is not effective with minority students. For example , in the case of Navajo students in government-sponsored technical schools, the dropout rate (60 percent) suggests that for Native American students there are serious problems in the educational process which need to be investigated and understood.

During World War II, all cooperative programs were stopped in the interest of getting people through school as quickly as possible. When programs were resumed after the war, the pace picked up some, going from 26 programs in 1946 to 130 programs in 1968 (Ferris, 1969, p. 480).

A review of recent articles indicates that the effectiveness of simulation on Vocational Education has been substantiated. Many programs have been used throughout the United States which point out the success of office simulation.

Utah began simulation by converting trailers into mobile modern offices. The first class was taught in June, 1968, with a migrant farm worker project. The program was called MOE (Mobile Office Education). Hanson and Stocker were involved in the development and teaching of this program. They explain their ideas about a successful and effective simulation program:
