This explanatory mixed-method action research describes how a social constructivist professional development program impacts self-reflection of foreign language teachers at the Defense Language Institute Foreign Language Center (DLIFLC). The problem is that traditional professional development for foreign language teachers does not improve self-reflection. Despite their individual differences and qualifications, most teachers receive traditional in-service professional development (Darling-Hammond, Hyler, Gardner, & Espinoza, 2017) on a specific topic and have no time to reflect on their existing practices, newly presented concepts, or students' responses to instruction. In order to learn to “sound out” new words, children must have phonological awareness, the ability to reflect on and manipulate the sounds in words. However, in skilled readers, performance on phonological awareness tasks is influenced by orthographic awareness, the awareness of spelling patterns and constraints. Both orthographic and phonological awareness are essential to reading, however, until recently the role of orthographic knowledge in phonological awareness has not been thoroughly investigated in beginning readers. Amidst increasing interconnectedness and transmigration of the 21st century, a number of families are leaving South Korea for business, work, or education; their children are raised as Third Culture Kids (TCKs)—children who accompany their parents abroad. This study used the lens of cultural globalization to examine how Korean TCKs used their life experiences to inform their identity construction, especially during higher education. Participants were Korean students and recent alumni from universities in Korea, the United States, and abroad who had spent at least three childhood years living outside Korea with their families. On the basis of an ethnographic study of the Võro-language revitalization in Estonia, this article explores the way teachers function as policy actors in the broader context of the school. As policy actors, the language teachers' appropriation of regional–language policy helps simultaneously to reproduce and challenge existing ideologies in the school environment. I explore the teachers' understandings of their power and freedom to inform their navigation of the circumscribed choices offered in a post-Soviet educational system.
