School principals play a critical role in evaluating teachers and providing feedback, but high-stakes evaluation policies at the local and state levels can create ethical dilemmas for principals. In this case, an underresourced rural school principal has to report a certain number of “ineffective” teachers to meet a requirement from the district teacher evaluation, even though the principal does not think any teacher in his school deserves to receive an “ineffective” rating. Although research has increasingly recognized the importance of principal leadership development for school reform, both the content and delivery system continues to be open to debate. In this paper, we review school principal leadership development and provide a conceptual framework for developing school principal leadership based on adult learning theories. We conceptualize school principals as adult educators and adult learners based on key assumptions of adult learning theories. This article contributes to the International Study of Leadership Development Network initiative to identify high-need schools around the globe by focusing on a small minority ethnic school in the country of Georgia. It will be clear in this article that the challenges the Karajala School administrator faces in this former Soviet bloc school stand as an example of the educational disadvantages common to rural minority ethnic schools in Georgia and to many small rural schools in former Soviet bloc nations.
