The 2023 Robert Talbot Civil Rights Speaker is Rachel Talbot Ross, a highly respected, Maine-based Civil Rights advocate and leader. Talbot Ross is the first Black woman to serve in the Maine Legislature, and has been the Speaker of the Maine House of Representatives since December 2022, making her the highest ranking African-American politician in Maine history.

Education is one of our best safeguards against ignorance. Without the crucial work of activist groups, representation would take a serious blow in our mostly-white state. Race demographics from the 2010 U.S. Census report that Maine is 94.8 percent white, with the remaining population split among several racial groups. The census also reports that black residents of Maine make up less than 1 percent of our population. Forbes reported on the 2016-2017 academic year demographics of the University of Maine, showing a modest 2 percent population of black students. Over the past two decades NH and Maine have experienced rapid growth of racial, ethnic, and linguistic minority populations. New Hampshire’s foreign-born population was 5.7% in 2013, while Maine’s foreign-born population was 3.4% during the same time period (American Immigration Council, 2017). In addition, NH and Maine are designated refugee resettlement areas. NH is now home to refugees from over 40 countries (NH DHHS, 2010) and Maine is home to refugees from over 30 countries (Catholic Charities Refugee and Immigration Services, 2015).

In the Arthur St. John Hill Auditorium in Barrows Hall on Oct. 6, 2016, a group of Hispanic employees working for the Natural Resources Conservation Services (NRCS) discussed their work throughout the state of Maine. This presentation, titled “Hispanics Helping People Help the Land Throughout Maine” was a part of the Hispanic Heritage Lecture Series for 2016. This was the last event in the series, but was very different than its predecessors, talking less of diversity and more about the work the group did.
