Once a novel strategy adopted by a limited number of private colleges, enrollment management (EM) is now a standard practice for most institutions in American higher education. The units engaged in EM and strategic enrollment management (SEM) serve as change agents in support of student recruitment, retention and graduation. Over time, the units supporting EM have expanded from admissions to include financial aid, advising, the registrar and institutional research. As a result of this expansion, structural models developed in the 1980s provide little insight into the team organization that EM has become. The purpose of this qualitative study was to investigate how school administrator,respond during a crisis. Relevant research pertaining to crisis decision-making will be presented, focusing on the three steps of crisis decision theory (a) assessing the severity ofthe negative event (b) deterrnining response options, and (c) evaluating response options (Sweeny, 2008) during crisis situations. This is the first time crisis decision theory will be used to explore how schoolleaders respond to a crisis. Schools, like most contemporary organizations, are complex places, and there is an extensive body of evidence that outlines the skills that school leaders must possess to effectively operate schools. Effective school leadership is essential, and not only for the safe and orderly operations of school. Recent evidence indicates that a positive relationship exists between principal effectiveness and student achievement.

The complexity of schools is due in part to the fact that schools are immersed in politics. This case sought to explore how principals acquire and develop the micropolitical skills required for their position from the onset of the principalship.
