Those who live in isolated communities often lack reliable, skilled employment opportunities, which fundamentally undermines their human security. For individuals who wish to remain in their isolated communities for family, religious, philosophical or other reasons, their attachment to their communities creates a disincentive for higher education. This promotes low educational achievement, which in turn results in low socioeconomic status, lack of social mobility, and a generational cycle of poverty. The human misery that results from such a feedback loop is observed in isolated communities throughout North America, including aboriginal communities in Canada. It has long been recognized that people need to be literate to function optimally within society. The 21st century has seen technology increase the complexity of environments, so that a literate person must now possess a wide range of abilities, competencies, and literacies. These have often been referred to as “21st-century skills” and while many of them are not new, the extent to which individual success depends on having such skills is new. This paper provides some initial findings from a current longitudinal study that examines the implementation of a student-owned 1:1 laptop program in a school for boys in Perth, Western Australia. This research tracks 196 students, their families and associated teachers for a 3-year period (2010-2012). Underpinning this research is a mixed methods approach investigating how boys use their laptops for learning, teachers’ pedagogy and use of ICT, implementation differences between a junior (primary) and middle (secondary) school, and possible impact of the laptops on learning. In PISA 2009, the assessment of digital reading literacy was offered as an international option for the first time. The digital reading literacy assessment assessed 15-year-old students’ ability to read, understand and apply digital texts. Australia and eighteen other countries or economies participated in this assessment. This report presents the results of the PISA digital reading literacy assessment for Australia. It presents the results for Australia as a whole, and where relevant makes comparisons to the other participants in the study.
