Faculty in the School of Education at our institution have collaborated to re-envision teacher education at our university. A complex, dynamic, time-consuming and sometimes painstaking process, redesigning a teacher education program from a traditional approach (i.e., where courses focus primarily on theoretical principles of practice through textbooks and University-based classroom discussions), to a model of teacher education that embraces teaching, learning and leading with schools and in communities is challenging, yet exciting work. Equal Educational Opportunity And Constitutional Theory: Preliminary Thoughts On The Role Of School Choice And The Autonomy Principle, Michael Heise

Inadequate schools impede America's long-standing quest for greater equal educational opportunity. The equal educational opportunity doctrine, traditionally moored in terms of race, has expanded to include notions of educational adequacy. Educational adequacy is frequently construed in terms of educational spending and framed in terms largely incident to constitutional litigation. This paper explores the potential intersections of the school choice and school finance movements, particularly as they relate to litigation and policy. The paper argues that school choice policies constitute a viable remedy for successful school finance litigation and form a remedy that simultaneously advances individual autonomy, one critical constitutional principle.

In 2013, the congressionally chartered national Commission on Education Equity and Excellence issued unanimous recommendations for P–12 policy changes at the federal, state, and local levels. This remarkably broad consensus, with unusual pragmatism and concreteness, is comprehensive in its scope and predominantly research based. As a clarion call and reform strategy, the commission report, For Each and Every Child, is a successor to A Nation at Risk (1983); the commission’s grand if not grandiose intention was to provide a framework for the next decade or more of nationwide policy struggle. Proponents of school reform have argued that charter schools and vouchers can provide adequate market pressure to improve the performance of traditional public schools. While the number of charter schools and student enrollment have burgeoned, relatively little attention has been paid to their effects on student achievement. Proponents of charter schools suggest a direct effect on student achievement through the restructuring of teaching and learning processes and an indirect effect through peer effects on learning and through the market forces of competition. Institutions of higher education in the United States are remarkably diverse in their educational purposes, their organizational structure, and their architectural styles. But underlying all this diversity are two distinct historical models: the decentralized British “collegiate” model of university education, and the centralized Germanic university model. Early American higher education grew out of the British collegiate tradition and emphasized the comprehensive development of students’ intellect and character, while the Germanic university tradition, introduced in the late 1800s, shifted the focus to technical scholarship and research. The Germanic university model held sway for much of the twentieth century, but there is …

For well over a quarter of a century, Haiti's education system has been at a critical juncture. In 1982, Haiti embarked on a major educational reform, known as La Reforme Bernard. To date, there has been no comprehensive, longitudinal study of the nationwide impact of the Bernard Reform on the social, economic, and political institutions. Why was such a dramatic education reform proposed? What went wrong during the implementation of the reform? Was Bernard education Reform a success or a failure?
