Monitoring Trends in Educational Growth (MTEG), initiated in 2012, is an international assessment program especially appropriate to those countries where education systems are in rapid development. Key aims of the program are to provide policy-relevant information about learning and the factors related to it, focusing on the needs expressed by the country; and to track growth in learning over time. The Anna Plan is a unique delivery model for enhancing schoolwide literacy instruction in the primary grades. Based on the principles of Reading Recovery and Four Blocks literacy instruction, it provides supplementary reading instruction through the distinctive use of teaching staff. Over six years, it has resulted in sweeping changes in the way literacy instruction occurs as well as noteworthy increases in children's reading abilities. This article gives a brief history of the authors' work within the Anna Plan, explains each of the model's seven tenets, and describes the research base that drives it. Variation in how informed consent comprehension tests have been developed may be largely due to the absence of a standardized construct definition. Developing a construct definition would provide a standardized framework for determining how an instrument should be constructed, implemented, interpreted, and applied. Therefore, we utilized the Delphi consensus approach with an international expert panel (N = 19) to gather knowledge, opinions and eventually consensus for a construct definition. Expert consensus was achieved after three revision cycles.
