This study on student housing insecurity and homelessness was funded as part of a HUD FY2023 Community Project Funding Opportunity awarded to Portland State University. Phase 1 of the study, which led to this report by PSU’s Homelessness Research & Action Collaborative (HRAC), includes a literature review; a summary of PSU student survey results; a description of PSU programs based on interviews with staff and administrators; an analysis of programs at other institutions; and a set of recommendations for better addressing student housing needs. “Why You Always So Political?”: A Counterstory About Educational-Environmental Racism At A Predominantly White University, Martín Alberto Gonzalez

Using critical race counterstorytelling, I tell a story about the experiences of Mexican/Mexican American/Xicanx (MMAX) undergraduate students at private, historically and predominantly white university in the Northeast. Drawing on in-depth interviews, participant observations, pláticas, document analyses, and literature on race and space and racism in higher education, I argue that the racially hostile campus environment experienced by MMAX students at their respective university manifests itself as a form of educational-environmental racism. The Meriam Report is a remarkable historical artifact of the United States' colonial project. The idea of a stronger nation through education embodied in the report betrays the report's imperial core. The report's authors express moral outrage at the failure of the United States to respect the human dignity of Native Americans. To absolve these failures, the report repeatedly looks to education as the way forward. In this article, the authors (a faculty member and two former students) describe the trajectory that Portland State University has taken over its history to institutionalize transformative learning opportunities within its comprehensive general education program, University Studies. Following a description of the institutional changes that resulted in the community-based, experientially focused courses at the heart of University Studies, the authors explore one particular community partnership involving both a state agency and the national Inside-Out Prison Exchange Program, dedicated to offering transformative experiences in which incarcerated and non-incarcerated students learn together inside correctional facilities. The Cultural Resource Centers (CRCs) at Portland State University (PSU) create a student-centered inclusive environment that enriches the university experience. The CRCs value diversity, social justice, cultural traditions, student identities, success and leadership. On November 2, 2016, PSU held a grand opening celebrating the expansion of the CRCs with the addition of two new centers, including the Pan-African Commons (PAC). The growth of the CRCs marks a milestone in PSU’s commitment to social justice and equity.

We are deeply concerned about the small representation of faculty of color in the academy; thus, we address the question of how and why doctoral students of color choose a particular career path. This qualitative research study, through the voices of the doctoral students of color, identifies and explains both the overt and covert obstacles encountered by graduate students of color in their consideration of academic careers. In the past two decades, the literature on campus-community partnerships as core components of pedagogies of engagement has grown exponentially. In this article, the director and a longtime faculty member of Portland State University’s capstone program report on interviews conducted with ten faculty-community partner pairs, gleaning insights on both the challenges of and lessons learned through partnering. This research adds to the literature through its use of relational methods that bring the voices of interviewees to readers, revealing a depth of connection across the institutional divide.

Given the design of Portland State University’s (PSU) undergraduate curriculum culminating in a capstone experience, the dramatic growth in online courses and online enrollments required a re-thinking of the capstone model to ensure all students could participate in this effective learning model and have a powerful learning experience. This article presents an intriguing thesis about proximity and identification, distance and empathy based on the experience of teaching Sally Morgan’s My Place to American university students alongside Upton Sinclair’s The Jungle and Harriet Beecher Stowe’s Uncle Tom’s Cabin in a class examining literature as an agent of social change. Indeed, its response to the question, “How does the Australian production of My Place influence its American reception?” will surprise many people. Esl Placement And Schools: Effect On Immigrant Achievement, Rebecca Callahan, Lindsey Wilkinson, Chandra Muller, Michelle Frisco

In this study, the authors explore English as a Second Language (ESL) placement as a measure of how schools label and process immigrant students. Using propensity score matching and data from the Adolescent Health and Academic Achievement Study and the National Longitudinal Study of Adolescent Health, the authors estimate the effect of ESL placement on immigrant achievement. In schools with more immigrant students, the authors find that ESL placement results in higher levels of academic performance; in schools with few immigrant students, the effect reverses. This article discuses the pedagogy behind a University Studies freshman inquiry class taught at Portland State University. Portland State University has been engaged in a 10-year revolution in general education (Journal of General Education, 1999) that has inculcated activist education as central to instruction. Beyond Guilt: How To Deal With Societal Racism, Lauren N. Nile, Jack C. Straton

This article addresses the specific form of racism that we refer to as “societal,” and provides a method of responding to the guilt-based reactions of many European Americans to the subject of racism. We examine the “daily indignities” to which people of color are subjected and the additional hurt they feel when those indignities are either denied or blamed on them. Finally, we provide practical methods for European Americans to engage in micro-revolutionary change, using their invisible privilege to interrupt the small-scale, insidious incidents of injustice that pass before their eyes.

The Community Outreach Partnership Centers (COPC) Program requires adaptations in the university environment. We must examine and reinterpret (1) the roles and responsibilities of faculty;(2) the design of the undergraduate curriculum; (3) the structures of the university that create the capacity and support to sustain different working relationships with the community; and (4) our definitions of success and quality.
