Technological advancements, coupled with lower costs and accessibility, have made online courses and programs a practical option for higher education students. In March 2020, the threat of illness caused by Covid-19 prompted West Virginia Governor Jim Justice to abruptly close public schools statewide. Instruction was delivered remotely for the remainder of the 2019 – 2020 school year and sporadically across the state during the 2020-2021 school year with educators holding class meetings and delivering instruction where technology and a reliable internet connection were available. In 2018 and 2019, the public school teachers in West Virginia walked out of their classrooms to protest charter schools opening in the Mountain State. During a special legislative session in the summer of 2019, the state's first charter school law was passed, paving the way to open West Virginia's first charter school. This research provides data on whether the COVID-19 global pandemic changed how individuals in West Virginia view charter schools. This study examined the perceptions of online teaching faculty and the workload policies which do not often account for the differences in requirements for online teaching including time commitments, professional development and training, technology access and support, and quality standards for course development and teaching. Full-time and adjunct faculty assigned to teach at least one fully online course within the Kentucky Community and Technical College System (KCTCS) were included in the study and surveyed electronically. This study examined if there were significant differences among K-12 teachers at low-income and high-income schools on their perceptions of various aspects of e-learning due to COVID-19. The study also sought to collect data concerning how teachers’ perceptions of technology may have changed, what factors impacted their ability to conduct e-learning, and what factors most impacted their students’ performance during e-learning due to COVID-19. A concurrent nested mixed-methods design was used. This study explored content delivery comparisons concerning a hybrid blended model versus a traditional lecture model in a Doctor of Physical Therapy Program. There is a gap in the physical therapy literature describing the intricacies of distance, online, and hybrid models used in doctoral education. Thirty students were randomly selected out of a hat to be placed into one of two groups with an n=15. This qualitative case study provides intrinsic knowledge and perceptions about the West Virginia Remote Online Collaborative Knowledge System (WVROCKS). WVROCKS provides adult learners access to flexible, accelerated, online courses aimed towards completing a Regents Bachelor of Arts (RBA) degree or a Board of Governors Associate of Applied Science (BOG AAS) degree in West Virginia. Prior to this study, no empirical research had been conducted on the WVROCKS initiative. Procedures for data collection included website analysis and interviews using instruments created by the researcher. Fourteen higher education and related agencies’ websites were analyzed.
