The purpose of this hermeneutic phenomenological study was to describe the lived experience of creator-practitioners of open educational resources (OER) and open educational practices (OEP) in United States (U.S.) higher education institutions. The theory guiding this study is Vygotsky and Bruner’s constructivist theories, as they describe both the cognitive and social aspects of content creation. The harmonica was once taught in American public schools coast to coast from the 1920s through the 1940s when imports of harmonicas were curtailed due to World War II's efforts. Since then, American public-school instrumental music curricula have long forgotten the only wind instrument that makes music when the student inhales or exhales. Mathematics achievement has become vitally important in public education, obligating students to meet and exceed higher standards in spite of ability and knowledge level. This causal-comparative study sought to establish the achievement of the Classworks® supplemental math program with seventh grade students from two public schools in Georgia. The national Criterion-Referenced Competency Test (CRCT) scores in math were used to compare 129 seventh grade students (control group) who used traditional instruction and 129 students (experimental group) who used traditional instruction along with the supplemental Classworks® software program. This mixed methods descriptive and causal-comparative study investigates what instructional leadership behaviors effective California high school principals have and what their beliefs are in regards to pedagogy, related issues, and professional issues, either constructivist or instructivist in nature, in the environment of the current NCLB accountability era.
