This dissertation is a program evaluation of an apprenticeship program operated by Siemens Energy, Inc. in Charlotte, North Carolina. The evaluation was based on Stufflebeam’s CIPP model of context (C), input (I), process (P), and product (P). The CIPP sought to evaluate (C) current and future objectives, (I) various strategies use to achieve the objectives, (P) the implementation of the strategies, and (P) the outcome of the program. The entire model provided insight into the effectiveness of the program and provided feedback for decision making and accountability toward current and future improvement of the program (Stufflebeam, 1971). The purpose of the program evaluation was to evaluate two alternative programs in a North Carolina (NC) and South Carolina (SC) public school district to determine if they are effective in delivering constructive interventions that modify student behavior once students have left the programs and have returned to their regular learning environments. This mixed-method evaluation consisted of an experimental-comparison design approach that included interviews with program participants, focus groups, and comparison of the number of out-of-school suspensions that participants received after completing the alternative school programs in both school districts.

The purpose of the study was to perform a program evaluation of the Back-On-Track program to determine the program's impact on overaged eighth-grade students' attitudes towards school, motivation to continue and complete a formal education, and academic self-perception. The mixed-method evaluation consisted of an experimental-comparison design that included conducting focus group interviews with and administering surveys to all consenting program participants, performing field observations, and comparing the attitudes and motivations towards school, and the academic self-perception of program participants before and after completing the Back-On-Track program.
