UpStarts is a reverse-mentoring youth program designed to foster an entrepreneurial mindset among participants and a sense of connection between youth and adults. Effective facilitators are critical to the success of the program. This paper describes an asynchronous, cohort-based virtual train-the-trainer (T3) program for potential UpStarts facilitators that was developed to navigate the challenges posed by the COVID pandemic. Participants of the initial UpStarts T3 program reported positive feedback for the training and a high sense of efficacy in implementing UpStarts in their communities. Intercultural Competency Development Model For Extension Professionals: Expert Consensus Using The Delphi Technique, John M. Diaz, Cody Gusto, K.S.U Jayaratne, Lendel Narine, Colby Silvert, Cecilia Suarez, Celina Wille

To address concerns about the applicability of existing intercultural competence models to the Extension context, we aimed to develop a systematic intercultural competence framework tailored for Extension professionals through a collaborative and consensual process. A three-phased Delphi approach was utilized with a panel of 36 intercultural competence experts in Extension across academic disciplines to identify and finalize competencies thought to be necessary across career phases. The panel agreed upon 54 competencies in total with 13 competencies to develop in the first year, 37 competencies to develop in the first three years and four competencies in years two through seven.

Curricula are planned and written by curriculum developers; they serve as instructional guides for educators. Educators make adaptations to written curricula to meet learners’ needs and achieve intended learning outcomes. The efficacy of curriculum adaptations is enhanced when educators have a high pedagogical design capacity, which can be improved through effective professional development. Lesson study is a model of situated professional development centered around ongoing improvement of curriculum enactment. Educators work collaboratively to make curriculum modifications and data-driven decisions to improve their teaching practices. Lesson study occurs at regular intervals over an extended duration.

Understanding and identifying the professional development needs of 4-H youth development professionals should be the first step in developing the Extension workforce. However, 4-H professionals find it challenging to use the Professional, Research, Knowledge and Competencies (PRKC), which consists of 348 unique competency items, to guide professional development trainings. The purpose of the study was to determine the professional development needs of National Association of Extension 4-H Youth Development Professionals (NAE4-HYDP) members. A Borich model was used to create a top 10 prioritized list of each PRKC domain to guide professional development of NAE4-HYDP members.

The effects of active shootings should be a priority to provide needed assistance to 4-H youth and families in coping with their social-emotional well-being. Exposure to such violence can lead to lasting impacts on youth that can affect behavior. Addressing this sensitive topic is crucial in ensuring that Extension professionals are prepared to meet the needs of youth and families. Higher rates of depression, aggression, to name a few, are a result of having witnessed such events as a shooting. Providing training for Extension personnel can aid in reducing the amount of PTSD and other social-emotional trauma.

Virginia Cooperative Extension (VCE) educators are uniquely positioned to support the food recovery organizations (FROs) which address hunger-related needs resulting from food insecurity. Based on an online survey to measure how VCE educators have engaged with FROs and their experiences, respondents who previously supported FROs did so across multiple programming areas, and those who had not indicated an interest while also experiencing barriers. Respondents also reported the need for context- and audience-specific resources particular to the spectrum of food recovery. This article describes personal finance programming available through the OneOp Personal Finance team (OneOpPF) for the professional development of Extension educators and military Personal Financial Managers for outreach to their clientele. Included is a brief description of six OneOpPF deliverables (webinars, blog posts, Question of the Day tweets, podcasts, social media, and newsletters) and a discussion of impact indicators such as online outreach statistics and continuing education units awarded to program participants. The article concludes with four best practices for working with military stakeholders and a description of how OneOpPF program materials can be accessed by Extension professionals.

Towards A More Effective Leader: Planning For The Next Extension Administrator, Kenneth R. Jones

This study was conducted to assess the level at which state Cooperative Extension systems have strategies in place for administrative leadership changes. The data revealed that institutions have succession plans ranging from those that are very robust to very limited in nature. However, only 50% reported having individuals in key positions necessary to support continuity. In addition, 75% noted that it would take a year or more to replace the current Extension director/administrator if the person left immediately. This article provides insight on the successes and challenges associated with retaining top talent and mentoring potential leaders for advancement.

The Extension Service is one of many agencies charged with increasing awareness and knowledge of research-based agricultural conservation practices. A regional survey of Extension agents with agriculture and natural resources responsibilities was conducted to assess the need for in-service training on 11 water resource conservation topics. The highest priority training needs were for topics related to complex interactions and drivers of agricultural water pollution. This article highlights the implications of these results and offers broader perspective on bringing the Borich model of needs assessment into the agricultural and natural resources realm of subject matter expertise.

The Annual Conference for Mississippi State University Extension is the sole event at which the majority of Extension personnel gather for networking, organizational updates, recognition of efforts, and professional development. Extension leaders plan this conference with intended outcomes but without ever evaluating those outcomes beyond attendee satisfaction. We developed an evaluation instrument to determine how certain conference events influence participants’ critical psychological states and ultimately, their perceived motivation, professional enrichment, opportunities for networking, professional accountability, and organizational awareness. Rather than simply assessing attendee satisfaction, this instrument may help inform planning for successive Extension conferences and other professional development events.

The 2015 revision of the Worker Protection Standard (WPS) mandates requirements for medical evaluation, fit testing, and respirator training when the pesticide label requires a respirator. An ad-hoc group of Extension pesticide safety educators came together to address a lack of training and infrastructure for respirator compliance. In the ensuing years, programs of varied audiences and formats were hosted. Errors and shortcomings were realized, knowledge was gained, and lessons were learned. Those lessons are summarized here with links, resources, and suggestions for the implementation of similar efforts by Extension professionals.

Identifying Key Constructs And Measurements To Assess The Situation Analysis Reports, Subrato K. Kuri, Karen A. Vines, Michael Lambur

Every five years, unit offices of Virginia Cooperative Extension (VCE) must submit a situation analysis (SA) report. The purpose of the SA report is to identify the current issues at the local level to develop future educational programs. The primary objective of this study was to develop a methodology that could be used to assess the quality of SA reports in Virginia. We have evaluated 196 SA reports from VCE to begin development of an assessment. Results of testing of the tool identify areas for continued development.
