Global education monitoring
Substantive work has been undertaken to define and frame global citizenship education (GCED). Global citizenship and related terms are included in the curricula and policy statements of many diverse nations around the world (Parker & Fraillon, 2016; APCEIU, 2020b), however, the education sector often struggles to enact and monitor GCED in ways that reflect the changing conditions of students and schools. This study responds to an identified need for enhanced tools and resources for schools and systems to monitor and evaluate GCED, in accordance with United Nations (UN) Sustainable Development Goal (SDG) 4.7. This need is particularly pressing in the …

Reform Challenges In School Education, Geoff N. Masters
Reform Challenges In School Education, Geoff N. Masters
School and system improvement
The central thesis of this paper has been that the challenges now confronting schools globally will require fundamental reforms of the external frameworks within which schools work. Today’s challenges to better prepare young people for the future and to ensure that every student learns successfully will not be met by simply expecting teachers to change what they do or by making minor adjustments to current curricula, assessment, examination, reporting and credentialling arrangements. Today’s challenges require deep reforms and a willingness to reimagine—in other words, to ‘transform’ existing learning systems. This is essential because the external frameworks within which teachers and …

School and system improvement
Research shows the powerful impact that school leadership teams can have in improving the quality of teaching and learning. Effective leaders create cultures of high expectations, provide clarity about what teachers are to teach and students are to learn, establish strong professional learning communities, and lead ongoing school-wide efforts to improve teaching practices. The School Improvement Tool describes the practices of highly effective schools and school leaders. The SIT assists schools to review and reflect on their strategies to improve the quality of classroom teaching and learning. It supports school-wide conversations – including with families, school governing bodies, local communities, …

Making Excellent Progress In Early Reading: How Can The Identification Of Essential Skills And Concepts Help?, Dara Ramalingam, Prue Anderson, Sandra Knowles, Danielle Anzai, Greta Rollo
2021-2030 ACER Research Conferences
The ability to read and understand text is fundamental to full participation in modern adult life (Olson, 1977; Elwert, 2001). It is essential to educational progress across domains, but increased literacy levels are also linked to positive outcomes in terms of employment and health. Given its critical role both in the facilitation of learning in all domains, and in many aspects of life beyond school, it is imperative that we give students the best possible chance to develop their reading skills. This paper uses early reading as a case study for examining how the identification and explication of essential skills …

Research Conference 2021: Excellent Progress For Every Student: Proceedings And Program, Australian Council For Educational Research
2021-2030 ACER Research Conferences
The focus of the 2021 Australian Council for Educational Research (ACER) Research Conference is on evidence-based strategies for ensuring that every student makes excellent ongoing progress in their learning. This is an important topic because many students in our schools do not make good, steady progress. Some slip behind and fall increasingly behind the longer they are in school. By the middle years of school, this contributes to significant levels of student disengagement. ACER has invited a number of leading educational researchers to join us to share the findings of their research relevant to this topic. An important conclusion of …

Integrating Vocational Education And Training For Secondary School Students, Justin Brown
NSW Curriculum Review
This paper is a research ‘backgrounder’ to support the 2018–19 review of the New South Wales (NSW) curriculum. It focuses on the topic of ‘integrating’ vocational education and training (VET) programs for secondary school students, which has been identified as an area of interest in the review. The paper begins by detailing the context, in Australia and internationally, for the introduction and expansion of vocational offerings within secondary schooling (Section 1). It then reviews the available research literature and policy documents on VET programs for secondary school students in Australia, including a review of the benefits and challenges (Section 2). …

Teacher education
The purpose of this Interim Report is to present the findings from the first year of a multi-year study of Timor-Leste’s Professional Learning and Mentoring Program (PLMP). The study focuses on understanding the extent to which education stakeholders, including school leaders and teachers, develop teaching knowledge and change teaching practice over time. It also explores the extent to which participation in the PLMP leads to improvements in learning outcomes for students. This study of the PLMP is framed within the context Timor-Leste’s introduction of a new National Basic Education Curriculum.

Balancing Prescriptiveness And Flexibility In The School Curriculum, Jen Jackson
Balancing Prescriptiveness And Flexibility In The School Curriculum, Jen Jackson
NSW Curriculum Review
This paper is one of three research ‘backgrounders’ to support the 2018–19 review of the New South Wales (NSW) curriculum. It focuses on the issue of prescriptiveness or flexibility in curriculum, which has been identified as an area of interest in the review. The Terms of Reference require the review to consider the appropriate scope for school community choices about content. Given that the NSW curriculum is characterised by a relatively high level of prescriptiveness, this is understood as involving consideration of whether a more flexible approach may be desirable. This paper therefore seeks to provide an evidence base, based …

Challenges In Stem Learning In Australian Schools, Michael J. Timms, Kathryn Moyle, Paul R. Weldon, Pru Mitchell
Challenges In Stem Learning In Australian Schools, Michael J. Timms, Kathryn Moyle, Paul R. Weldon, Pru Mitchell
Policy Insights
Australian STEM education seems caught in a whirlpool of problems that are contributing to one another. Student engagement and performance in STEM are declining, but we do not have the supply of qualified teachers we need to improve learning. The STEM curriculum is unbalanced and fragmented, leading to less interest among students. It is not possible to break out of the downward cycle from within the current system and it requires policy changes that address the issues raised in this report. This means developing well-considered, systemic and joined-up policies that address the following challenges: Improving student outcomes, building the STEM …

Program monitoring and evaluation
This literature and policy review outlines the complex context related to STEM learning in Australian schools and focuses on student outcomes, the teacher workforce and the curriculum. This paper also sheds light on possible policy directions by examining lessons from other countries. STEM education is a broad enterprise that starts in early childhood education, continues through the years of schooling and extends into tertiary education supported by contributions from extracurricular and enrichment activities, science centres and museums. However, the focus in this document is on primary and secondary schooling. Australian STEM education seems caught in a whirlpool of problems that …

Lifting Achievement Levels And Improving The Return On Australia’S Investment In Schooling : Submission To The Review To Achieve Educational Excellence In Australian Schools (Chair: Mr David Gonski), Australian Council For Educational Research (Acer)
Program monitoring and evaluation
Many students in our schools are not learning as well as they could because they are not being given learning opportunities at an appropriate level of challenge. Instead, students are grouped by year level (age) and teachers deliver curricula assumed to be appropriate for all students in the same year of school. However, the most advanced ten per cent of students in any year of school are five to six years ahead of the least advanced ten per cent. For less advanced students, the year-level curriculum is often too far ahead. Many are judged to be underperforming year after year, …

Coding In The Curriculum : Fad Or Foundational?, Leon Sterling
Coding In The Curriculum : Fad Or Foundational?, Leon Sterling
2009 - 2019 ACER Research Conferences
There has been an unprecedented push to revitalise interest in STEM education. Much of the discussion of the ’T’ in STEM education has been whether coding should be a central element of school education. This talk investigates the arguments for and against ‘coding in the curriculum.’ No sensible person thinks that teaching coding in the classroom will produce master programmers’, any more than teaching music in the school curriculum will produce master musicians. However the teaching of music can encourage some students to become musicians and the same would be true for coding. The issue is more what concepts are …

An Account Of The Inner Workings Of Standards, Judgement And Moderation : A Previously Untold Evidence-Based Narrative, Claire Wyatt-Smith, Peta Colbert
Queensland Review of Senior Assessment and Tertiary Entrance
This paper was commissioned to inform the Review of Queensland Senior Assessment and School Reporting and Tertiary Entrance Processes undertaken by Australian Council for Educational Research (ACER). Specifically, the lead Investigator was tasked to address the hypothesis that the Queensland Studies Authority’s (QSA, also referred to as system) approach to specifying assessment criteria and standards remains dominant and salient across disciplines. It was also to consider the holistic and analytic judgement models that operate in District and State review panels. The original aims were therefore to consider the nature and function of standards in informing teacher judgements as reported through …

Digital Fluency : Skills Necessary For Learning In The Digital Age, Gerald K. White
Digital learning research
This article examines the skills that will be required for the 21st century that will need to be embedded in educational curricula in order achieve them. It begins by considering how communicating between people has changed and current educational responses. A view of 21st century skills follows with an argument for some core subjects that will be necessary. Learning and teaching are then discussed leading to a view about what is needed in order to develop digital fluency in education, for now and the future.
The Role Of Civic Participation In National And School Curricula, John Ainley, Tim Friedman
The Role Of Civic Participation In National And School Curricula, John Ainley, Tim Friedman
Civics and Citizenship Assessment
Civic and citizenship education is increasingly conceptualized in national curricula within a lifelong learning perspective that encompasses formal curricula (that specify content and approaches in a subject or set of subjects), non-formal curricula (through co-curricular activities in schools) and informal curricula (through a school and classroom ethos that embodies citizenship values). One review of education policies in Europe documents attempts to encourage ‘active citizenship’ supported by ‘democratic schools’ offering a ‘participatory school culture’. However, there is evidence of a gap between declarations of principle and the implementation of these principles in schools as well as between policies and practices. This …
