NAPLAN’s National Minimum Standard is the ‘agreed minimum acceptable standard of knowledge and skills without which a student will have difficulty making sufficient progress at school’. Ahead of the 2023 tests, we compare the percentage of male and female students in year 9 achieving at or above the standard in Literacy, over time.

Validity is a crucial issue in test development because it represents the accuracy of test score interpretation in describing the measured attribute or construct. Among validity evidence that can be collected to support test score interpretation, the one based on test content incited controversies. The content-based validity evidence includes analyses of the relationship between test content and the construct the test purported to measure. Some authors opposed the use of such evidence in the validation process, arguing that the evidence can only provide hypotheses to be tested in the subsequent processes. In adaptive testing each individual is tested with a set of items that is selected to match his/her estimated ability at the time of testing. In its most sophisticated form an adaptive test is interactively administered by a computer that scores the test and uses the individual's pattern of correct and incorrect responses to select new items from an item bank. In this procedure items are selected during the process of administering a test (rather than as a part of a predetermined sequence) so that the items administered to each individual are appropriate in difficulty for that individual.
