Promoting Transition To Postsecondary Education: Creating Opportunities For Social Change, J. Christopher Linscott, Carey Busch

Journal of Research, Assessment, and Practice in Higher Education

Multiple studies document that students with disabilities participate at significantly lower rates than their peers without disabilities in post-secondary education, post-school employment, independent living, and community participation. This article exposits a program model at Ohio University, Gateway to Success, which addresses this inequity through a combined effort of various stakeholders. Particular consideration is given to evidence based predictors related to post-school success, the need for intervention, and the social justice implications of increased participation in post-secondary education for students with disabilities.

The challenges of meeting the requirements of students with special needs under the Individuals with Disabilities Education Act and other laws are a particularly timely topic, as large numbers of native Spanish-speaking students move into the United States.

Against that backdrop, this article reviews the laws for special education in Mexico and the United States. Alternative dispute resolution (ADR) procedures are the cornerstone of the provisions in the Individuals with Disabilities Education Act (IDEA) that mandate the timely resolution of disagreements between parents and school officials.

ADR procedures are in the form of mediation and resolution sessions that are held before culminating in due process hearings. The sessions are designed to be speedier, less costly, and less adversarial than litigation. Subject to infrequent exceptions, disagreements can be subject to judicial review only after parents and education officials have exhausted the administrative remedies under the IDEA. This paper describes a University-sponsored community physical education program and the feedback received about it from teachers, children, and the college students who oversaw it. The program, called Fitness, Friendship, and Fun, was staffed by 65 first-year student interns from the University of Dayton; four graduate assistants; and two university professors. It began with 65 male and female elementary students, primarily from the fifth and sixth grades at a nearby elementary school.

The Americans with Disabilities Act (ADA) requires that persons with disabilities be integrated to the maximum extent possible, and that these persons cannot be excluded from participation. Intramural directors need to be proactive in this area. The benefits of intramural sports are vast, and they help many students become part of the college community.

Millions of dollars are spent annually on special educational programs for children whose severe behavior disorders prevent them from participating in the regular school setting despite average or above average intellectual capacity. A growing body of research indicates that some of these behavior disorders are related to nutritional problems. (Pfeiffer and Iliev 1972; Kittler 1973; Mayron 1979; and Buckley 1977), and many clinicians support the view that no matter what the etiology of behavioral disorders, nutritional programs can improve the baseline data on medical, social and intellectual achievement, and on personality measures (Palmer 1978).
