Educators, researchers, advocates, and others agree that effective family-school partnership is an important component in best supporting the academic outcomes and future success of students. However, schools and educators struggle in forming constructive partnerships with racially and economically marginalized and oppressed parents and families, particularly low-income Black parents and families. This compromises support for low-income Black students that are already served in underfunded and under-resourced schools compared to their White middleclass counterparts. Further, this phenomenon exacerbates a widely understood academic achievement gap between low-income Black students and White middleclass students. Low-income affordable housing remains an issue for the town on Martha's Vineyard where this study was conducted, in which an estimated 54% of low-/moderate-income households spend more than 50% of monthly income on housing. Using Schneider and Ingram's work regarding the social construction of target populations as the foundation, the purpose of this qualitative research was to assess how the perceived social standing and political power contributed to determining the benefits and burdens allocated to the town's low-income households. The economic sustainability of an area is largely dependent on the education level of its population, yet little is known about the role cultural racism may play in academic success. The purpose of this correlational study was to evaluate the theory of cultural racism, defined as, the establishment of cultural institutions by whites/Europeans to the detriment of non-white people, as it relates to academic success at the college level. While ensuring access to health insurance and health care services is important, emerging research indicates that individual health and well-being result from a complex array of environmental, social, and psychological factors. The delineation of how factors of health and well-being unfold and impact rural low-income women is particularly salient for social workers who provide services to rural residents and who work within a rural context. Utilizing components from the ecological systems perspective, this study explored how the factors associated with health risk influenced reported health and mesosystemic processes among rural low-income women.
