The IEA's International Civic and Citizenship Education Study (ICCS) investigates the ways in which young people around the world are prepared to undertake their roles as citizens. This report presents the European results from the third cycle of the study (ICCS 2022). Eighteen countries and two benchmarking participants (the German states of North Rhine-Westphalia and Schleswig-Holstein) administered the European student questionnaire to target grade students in this study cycle. Substantive work has been undertaken to define and frame global citizenship education (GCED). Global citizenship and related terms are included in the curricula and policy statements of many diverse nations around the world (Parker & Fraillon, 2016; APCEIU, 2020b), however, the education sector often struggles to enact and monitor GCED in ways that reflect the changing conditions of students and schools. The International Civic and Citizenship Education Study (ICCS) investigates the preparation of young people to undertake their roles as citizens. It gathers and analyzes data from representative national samples on students’ conceptual knowledge and understanding of civics and citizenship, as well as their attitudes to, and engagement with, aspects of civics and citizenship. It focuses on the changes made between each of these studies and the contexts for this learning area. The IEA Civic Education Study (CIVED) in 1999 was developed soon after the transition to democracy in many participating countries; threats to civil society in the early 2000s such as terrorism influenced the International Civic and Citizenship Education Study (ICCS) in 2009. The ever-changing world we live in has led new challenges for countries in educating their youth to become citizens in the 21st century. This paper explores cross-national priorities for the implementation of civic and citizenship education utilizing data collected across twentyfour countries that participated in the International Civic and Citizenship Education Study (ICCS) 2016. Information was collected on the main aims and objectives of civic and citizenship education for students at the lower secondary level from educational policy documents as well as how these are perceived at the school level. This research centres on NGO citizenship education programs in Haiti to better understand youth experiences, outcomes, and perceptions of democracy. The findings from this study illustrate how programs from Western-based NGOs with liberal democratic traditions typically construct citizenship education in relation to the individual agency of the learners, whereas youth living in the context of fragility note the prerequisite for stable social structures as a foundation for citizenship. Through multi-dimensional analyses, this article highlights the importance of historical perspectives, the value of comparing disparate societies, and the necessity to explicate social locations in cross-cultural research. The Cultural Contours Of Democracy: Indigenous Epistemologies Informing South African Citizenship, Patricia K. Kubow, Mina Min

Drawing upon the African concept of ubuntu, this article examines the epistemic orientations toward individual-society relations that inform democratic citizenship and identity in South Africa. Findings from focus group interviews conducted with 50 Xhosa teachers from all seven primary and intermediate schools in a township outside Cape Town depict the cultural contours of democracy and how the teachers reaffirm and question the dominant Western-oriented democratic narrative. Through ubuntu, defined as the virtue of being human premised upon respect, the Xhosa teachers interrupt the prevailing rights-and-responsibilities discourse to interpose a conception of democracy based on rights, responsibilities, and respect. …

The first part of the present paper is an overview of school and community roles in students’ civic and citizenship education across ICCS countries. Data from school and teacher questionnaires were used to describe how schools and communities contribute to the development of students’ civic knowledge. The second part investigates, through multi-level analysis, the relationship between a selection of variables at student and school levels and a selection of student attitudes. More specifically, the attitudes taken into account are: attitudes toward equal gender rights, toward equal rights for immigrants, and toward equal rights for ethnic/racial groups.
