Systematic data collection and case documentation are vital components in the consultative problem solving process. Carefully documented and easily understood data allow problem solving teams to make informed decisions about intervention development and implementation, as well as future programming for struggling students. The Instructional Consultation (IC) Team Model was developed as an organized and efficient process for conducting pre-referral problem solving (Rosenfield, 1987).
