This policy analysis report captures how cities and countries value, define, and measure Whole Child Development (WCD) - and equivalent - both broadly and in the context of reaching those in extreme adversity. The WCD conceptual framework of this study refers to 11 key themes: values, life skills, social and emotional learning, spirituality, academic knowledge, student engagement, adult support, community, academically challenging learning, safe environments, and health. This cross-case synthesis gives voice to evaluators in EC-12 and higher education settings who are enacting a state-mandated system of teacher evaluation and support by examining their perceptions of the Texas Teacher Evaluation and Support System (T-TESS). Questions addressed included: How do differently situated school administrators and supervisors 1) understand the model, 2) describe the implementation of its elements, 3) understand and enact their roles, and 4) assess the impact of the model? Data from EC-12 school principals and clinical supervisors at the university level indicates the system establishes a comprehensive definition of quality teaching. Policy Storms At The Central Office: Conflicting Narratives Of Racial Equity And Segregation At School Committee Meetings, Serena M. Wilcox

This article reports findings from a multiyear critical ethnography that examined race talk dilemmas of school leaders at the central office at a small urban school district to understand why racialized educational policies and practices still persist against African American students. This study takes a structural approach to investigating the impact that race talk has on educational policymaking at the local district level. The guiding research question in this paper examines how we can understand educational reform and policy implementation and the unintended consequences of those interventions through the local from a historical context.

The Early Grade Reading Assessment (EGRA), administered individually in about 15 minutes, measures the most basic foundation skills for literacy acquisition in the early grades. The assessment was developed by the Research Triangle Institute (RTI) through funding provided by the United States Agency for International Development (USAID) and the World Bank, in addition to resources provided by RTI. In the context of this emerging focus on measuring basic literacy skills, EGRA was developed to provide a battery of assessments of basic reading skills for developing countries to monitor the status of early reading in primary schools. The International Early Learning and Child Well-Being Study (IELS) assesses children at age 5, measuring key learning and development outcomes. The overall purpose of IELS is to help countries to better support the development and overall well-being of young children through improved early learning experiences. It achieves this by: providing robust empirical data on children’s early learning; identifying factors that enable and inhibit children’s early learning; and informing early childhood education centres and schools about skill levels of five year old children, as well as related contextual factors, which could be used to make more informed decisions about curriculums and …
