The Early Grade Reading Assessment (EGRA), administered individually in about 15 minutes, measures the most basic foundation skills for literacy acquisition in the early grades. The assessment was developed by the Research Triangle Institute (RTI) through funding provided by the United States Agency for International Development (USAID) and the World Bank, in addition to resources provided by RTI. The International Early Learning and Child Well-Being Study (IELS) assesses children at age 5, measuring key learning and development outcomes. The overall purpose of IELS is to help countries to better support the development and overall well-being of young children through improved early learning experiences. Education ministries throughout the world are integrating educational assessment into their education reform processes. Education reform is not a straight-line activity, and assessment can both inform the discussion on policy reform and give an indication of the effectiveness of policies that have been implemented. Three different types of assessment are used in the educational process: classroom assessment, examinations and system-level assessment. Each type has a different purpose. Uwezo: Monitoring Children’S Competencies In East Africa, Acer

Uwezo, meaning ‘capability’ in Kiswahili, is an initiative in which the competencies of schoolaged children in Kenya, Tanzania and Uganda are measured to obtain information that encourages changes in educational policy and practice. Uwezo began as a four-year initiative (2009–2013) and it is envisaged that it will run for at least another five-year period (Uwezo, 2011). Uwezo’s goal is to contribute to the improvement of the quality of education. Annual household surveys are implemented to assess the basic literacy and numeracy competencies of school age children across Kenya, Tanzania, and Uganda.
