Beliefs and expectations about who can and should pursue STEM careers contribute to a student’s sense of STEM identity and may help to explain the gender gap in pursuing STEM in higher education. The formation of these beliefs is a long and complex process, starting very early on in an individual’s life. We analyze how gendered STEM beliefs of students, parents, and teachers in ninth grade affect a female student’s probability of majoring in STEM in college. We add to an analysis done by Sansone (2019) in an appendix of his paper by using actual majors instead of intended majors. …

This report analyzes the Southern Nevada employment ecosystem by utilizing occupational clusters recognized by the U.S. Department of Labor. The first section examines occupations in the tourism industry using three occupational clusters: hospitality and leisure; arts, audio/video technology and communications; and the transportation, distribution, and logistics. Next, this report utilizes the Las Vegas Global Economic Alliance’s 2022 Workforce Blueprint to identify the top 15 in-demand occupations for Southern Nevada and occupational clusters. The University of Nevada, Las Vegas (UNLV) plans to develop an integrated academic health center within the Las Vegas Medical District (LVMD).1 The academic health center includes UNLV’s five health science schools and mental and behavioral health, which is distributed among several colleges (medicine, liberal arts, urban affairs, and education) in the university. University Medical Center (UMC), a major teaching hospital, will also be an important driver of the academic health center. For the purposes of this report, UNLV’s medical and health science entities along with UMC are referred to collectively as the UNLV Academic Health Center.

For the last twenty years, nearly every flagship university in the U.S. has been decreasing its share of in-state students and enrolling more students from out of state, a phenomenon I call the “Great Student Swap.” Using data from the Integrated Postsecondary Education Data System (IPEDS), I examine every “flagship” public university by comparing incoming first year students from 2002 through 2018 (those who would have graduated in the spring 2022 assuming the traditional four-year timeframe for completion). I find that the share of out-of-state students has risen by an average of 55 percent since 2002 and that 48 of …

In February 2021, Victoria Jackson and Matt Saenz of the Center on Budget and Policy Priorities published a report titled, “States Can Choose Better Path for Funding Higher Education Funding in COVID-19 Recession.” The report presents data on changes in state spending for higher education, and tuition costs for all 50 states between 2008 and 2019. This fact sheet explores data on higher education budget cuts and changing tuition costs for four-year institutions and community colleges in the Mountain West (Arizona, Colorado, Nevada, New Mexico, and Utah).

In 1970, James Buchanan and Nicos Devletoglou published Academia in Anarchy: An Economic Diagnosis. Even though the book focuses on the industry Buchanan worked in for nearly 70 years, it is the only one of his non-autobiographical, non-textbook, books not included in his collected works. I evaluate the arguments of Buchanan and Devletoglou in light of the past 50 years of scholarship on the economics of higher education.

The Upjohn Institute conducted an economic impact study of a universal, place-based scholarship program for La Crosse, Wisconsin. This study examines the possibility of developing a program similar to the Kalamazoo Promise for the La Crosse area. The La Crosse area is facing a population decline, growing concentrations of low-income students, an aging infrastructure in the region’s largest school district, and regional sprawl that is consuming farmland and natural assets while creating new challenges of congestion and service delivery. As a response to these issues, this study explores the potential impact of a universal, place-based scholarship program.

In two recent cases involving the University of Michigan, the Supreme Court examined whether race should be allowed to play an explicit role in the admission decisions of schools. The primary argument in these court cases and others has been that racial diversity strengthens the quality of education offered to all students. Underlying this argument is the notion that educational benefits arise if interactions between students of different races improve preparation for life after college by, among other things, fostering mutual understanding and correcting misperceptions. This paper examines the effects of expansions in higher educational institutions and the medical service industry on the economic development of a metropolitan area. This examination pulls together previous research and provides some new empirical evidence. We provide quantitative evidence of the magnitude of economic effects of higher education and medical service industries that occur through the mechanism of providing some export-base demand stimulus to a metropolitan economy. We also provide quantitative evidence on how much higher education institutions can boost a metropolitan economy through increasing the educational attainment of local residence. This paper considers how a state such as Michigan can increase the economic development benefits of higher education. Research evidence suggests that higher education increases local economic development principally by increasing the quality of the local workforce, and secondarily by increasing local innovative ideas. These economic development benefits of higher education can be increased by: 1) competent management of conventional economic development programs that focus on business attraction and retention; 2) policies that focus on increasing local job skills by educating the state's residents, as opposed to attracting in-migrants; 3) policies that address specific "market failures" in how higher education …

The National Center for Public Policy and Higher Education gave Maine an “F” grade for affordability of higher education in both Measuring Up 2000 and Measuring Up 2002. In the 2000 report, Maine’s affordability score (54 on a 100-point scale) was 3rd worst in the nation (ahead of RI and NH). In the 2002 report, Maine’s affordability score (56) was in a three-way tie (with NY and VT) for 7th worst in the country (ahead of NH, RI, MT, OR, DE, OH). This paper examines the labor market outcomes of individuals with various types of postsecondary educational experiences. In particular, it examines differences between students who have pursued technical education programs from those who have pursued academic programs and from those individuals who have not pursued any type of postsecondary education. Empirical evidence is presented concerning the relationship between economic outcomes and grades earned and the degree to which the labor market rewards credentials. Wage and earnings models yield different structural parameter estimates when based on the three different populations. The differences are most dramatic for high school background effects and for …
