Upjohn Institute staff will recalculate the costs of the Challenge Scholars program under various scenarios based on program changes being considered by the Grand Rapids Community Foundation. The cost estimate will be based on program guidelines and proposed scholarship amounts provided by the Grand Rapids Community Foundation, and that it will build upon previous modeling undertaken by the Upjohn Institute.

Under the leadership of the Mayor’s Promise Scholarship Task Force, stakeholders in Richmond, Virginia, are considering the creation of a place-based scholarship or Promise program for graduates of Richmond Public Schools. Upjohn Institute staff will work with Richmond stakeholders to refine their program design, assess its feasibility, estimate its cost, and explore avenues for program administration and fund development.

Multiple steps are necessary for a well-designed Promise-type scholarship program. Through multiple community visits, Upjohn Institute staff members will assess the need and capacity of the Hamilton, Canada community for such a scholarship. Based on those assessments, staff members will present a program design that takes into consideration such parameters as its universality, funding structure, geographic eligibility, academic supports, and management/administration of the program. We will estimate a cost and make funding strategy suggestions.

Upjohn Institute staff addressed the feasibility of a Promise-type college scholarship program for Toledo, Ohio. The process began with a series of meetings and focus groups with stakeholders, continued with the development of alternative program structures and estimations of cost and potential impact, and concluded with the delivery of a report.

The purpose of this project was to support the research and writing of a book assessing the value of place-based (“Promise”) scholarship programs. Since the first such program was announced in Kalamazoo in 2005, this model has been replicated to one degree or another in many different settings. Yet there have been only limited efforts to evaluate the impact of existing Promise programs and virtually no comparative work examining different approaches to designing and implementing place-based scholarships. In order to strengthen the outcomes of the Kalamazoo Promise (Michigan) scholarship program, researchers developed a new management information and reporting system and a research agenda-based program. The Rockford (IL) Public Schools are considering the adoption of a place-based scholarship, or “Promise” program. The parameters of the program, such as student eligibility, eligible post-secondary institutions, and time frame, are currently under discussion by stakeholders in Rockford. In this project, Upjohn Institute staff members provided a middle-dollar cost estimate for a variety of scenarios over a 10-year projection period.
