This paper is a research ‘backgrounder’ to support the 2018–19 review of the New South Wales (NSW) curriculum. It focuses on the topic of ‘integrating’ vocational education and training (VET) programs for secondary school students, which has been identified as an area of interest in the review. The paper begins by detailing the context, in Australia and internationally, for the introduction and expansion of vocational offerings within secondary schooling (Section 1). This report provides a detailed analysis of the financing of Technical and Vocational Education and Training (TVET) in Vanuatu. It forms part of the study Research into the Financing of TVET in the Pacific initiated through Australia’s aid program in consultation with governments in the Pacific region. This study uses an annual timeframe to evaluate the influence of labour market status in one period on status in the subsequent period. Understanding the role of past labour market experiences is important when it is the objective of policy-makers to increase the proportion of time spent by young Australians in desirable labour market states, such as full-time work, and reduce the time they spend in marginalised activities, such as unemployment. The Department of Education, Science and Training (DEST) and the Australian National Training Authority (ANTA) funded a project in 2001 to analyse and report on industry requirements for ‘employability skills’. This project was jointly managed by the Business Council of Australia and the Australian Chamber of Commerce and Industry and was completed in March 2002. Employability skills were defined for the purposes of the project as ‘skills required not only to gain employment, but also to progress within an enterprise so as to achieve one’s potential and contribute successfully to enterprise strategic directions’.
