This article, originally published in 1985, is based partly on the author’s experience with the Boston school desegregation case, but goes beyond it. It chronicles some of the events that occurred when a state and a federal court attempted to disengage from active jurisdiction over two Boston public systems: the Boston Public Schools and the Boston Housing Authority. It makes three proposals, which, if enacted, would help to keep the courts out of day-to-day management of municipal operations. It also makes some generalizations about the court-agency interplay that are relevant to the post-remedial phase of institutional reform litigation. The author …

This article includes portions of a report on the structure, governance, operations, and effectiveness of the Boston School Committee that was commissioned by the Boston Municipal Research Bureau in 1980. The passages provide an overview of the mandate, background, and recommendations, examining how a set of prominent professionals and citizens viewed the problem facing school department governance, including its isolation and the longstanding credibility gap fueled by patronage politics. It also looks at continued tensions between “equality” and “quality,” which occupied the heart of court-ordered desegregation; rising demands on a system that lacked the capacity to serve a broad array …

This explanatory case study seeks to understand the nature of middle school educators’ self-efficacy in an urban public school district during an era of accountability. The study was conducted in a progressive school district, known as OakRidge Pubic Schools. A sequential mixed methods design with a participant-selection model variation was employed. The study identified teachers’ level of self-efficacy via the Teacher’s Sense of Efficacy Scale (Tschannen-Moran & Woolfolk Hoy, 2001), a quantitative survey used to determine high and low self-efficacy focus groups. This qualitative, ethnographic case study investigates digital literacy practices and perceptions of students at an urban public high school in the Boston metropolitan area comprising a racially, ethnically, linguistically, and economically diverse student body, an under-studied demographic. The study compares in-school and out-of-school literacy practices and posits the role schools might play in preparing learners. The study examines digital literacy practices among student based on information gathered through focus groups, survey methods, and interviews. Three controlling questions guided the study:

The NOYCE Phase II project aimed “to increase the number of highly qualified STEM graduates entering the teaching profession, to prepare those teachers to be able to teach a wide range of urban students, and to build a continuum of teacher development for those teachers in their early teaching careers.” A report contained commendations and recommendations for the UMASS Boston TNY Program, based on analysis of data collected from the 2013 EOY survey that addressed the five NOYCE Phase II goals, and the Commonwealth of Massachusetts Competency Standards for teachers.

Targeted supervision was used to develop counseling trainees’ self-efficacy when working with urban youth. Interview findings suggested that intentional strategies to develop urban self-efficacy were effective. While inferential statistics identified that urban fieldwork contributed to counselors’ self-efficacy, intentional strategies were not necessarily beneficial. This study yields implications for counselor educators who are incorporating field work into their graduate programs.

The two interns, Jennie Lai and Trammel Griffith, who currently attend UMass Boston and Mass College of Liberal Arts respectively, were mentored by UMass Boston staff Akunna Rosser, Colleen Locke, and Lisa Link. Teach Next Year, a nationally acclaimed teacher residency program. TNY is an alternative, experiential urban school-based route to earning a master’s degree in education (M.Ed.) and Massachusetts initial teacher licensure through the UMass Boston in approximately 12 months. The program is designed to build on the interests and expertise of its students, faculty and the students in Boston Public Schools. Because it is an intensive site-based educational experience, it provides the support of professors, practitioners and colleagues while it supplies the challenge of study, practice and exploration.

UMass Boston has hosted Noyce Scholars for the last four academic years (2006-2010). The program is built upon seven years of an existing program in the UMass Boston Graduate College of Education: Teach Next Year (TNY). TNY is an accelerated teacher education program designed to prepare interns for urban teaching as they obtain their initial licensure. Noyce funding supports TNY interns who are dedicated to teaching math and science in urban schools. Graduates have all gone on to teaching positions in the Boston Public Schools.

Using 4 years of student-level demographic, enrollment and testing and school-level characteristics, this study analyzes the enrollment and outcomes of English Language Learners (ELLs) in Boston Public School between SY2006 and SY2009 and assess the relative impact of individual and school level factors in testing outcomes of ELLs. The study reports on the improvement in ELL dropout rates and testing outcomes during the period of observation. It reports also on the outcomes of ELLs at different levels of English proficiency and finds (1) higher dropout rates and lower testing performance among low English proficiency students; (2) a minimal proportion of …

Against a backdrop of increasing BPS ELL enrollment, district ELL leadership transitions, state and federal policies affecting ELL education, and with the knowledge that many teachers and administrators within the Boston Public Schools are expert practitioners with ELL students, we addressed the following research questions:

Service learning promotes social-emotional and academic development through active engagement in community activities. It empowers students to think beyond themselves and to develop a commitment to serve others. In so doing, service learning builds connections with school and community that are critically important in urban settings. Boston MA’s schoolyards had seriously deteriorated since the middle of the 20th century resulting in dangerous and unusable outdoor spaces. Beginning in the mid 1990s, a program to renovate these schoolyards has resulted in approximately half of the schools now having outdoor recreational, learning and garden spaces. This study compared the 4th grade test score results in renovated vs. unrenovated schools. Controlling for school demographics, schools that had a renovated schoolyard had more of their students passed the state mandated math test (1.06, 95% confidence interval = .00012, .12). This article is taken from the unpublished autobiography of Robert Wood who served as Superintendent of Boston Public Schools from 1978 to 1980 during the difficult period when U.S. District Court Judge W. Arthur Garrity was overseeing court ordered desegregation of schools. After leaving the University of Massachusetts in January 1978, Robert Wood spent six months at the Harvard Graduate School of Education working on a book and considering a possible run for the United States Senate. Suggestion as to his next assignment, however, came from an unexpected source, as he describes below.

In a climate that acknowledges the need for teacher educators to prepare new teachers for culturally diverse student bodies, the study examines the extent to which selected features of an urban school environment affect a preservice teacher's willingness to teach in the school. A survey was administered to 48 preservice teachers after they completed a 7-week student teaching experience in a large urban school district. The survey sample was drawn from a northeastern university which enrolls 90% Caucasian education students.
