Successful One-to-One Computing Initiative implementation requires educators to communicate and collaborate effectively with everyone in the learning community. However, other factors such as teacher’s professional development, student’s perception, and parent’s perception often affect the implementation of the One-to-One Computing Initiative. School districts, which serve low-income areas in Mississippi, have difficulties ensuring students and communities have access to the information technology they need to participate outside the school setting. In theory, a strong democracy rests on robust citizen participation. The practice in most democracies is quite different. This gap presents a challenge, which can be narrowed by augmenting civic education to bring it up to date with the current information environment and thus give citizens the opportunity to participate. Robert Dahl’s work on democracy provides a model that looks at this problem structurally. This qualitative case study explored U.S. middle school teachers' professional development needs in Information, Communication, and Technology (ICT) literacy integration. Past literature has suggested that teachers should improve classroom practices that promote ICT literacy, but few studies have addressed educators' specific training needs. This study was designed to identify the unique professional development needs of academic teachers in a Midwestern middle school using focus groups and interviews to explore teacher perceptions of current technology usage as well as the barriers and/or facilitators of ICT literacy integration. This paper proposes the integration of Information Generation 3 (IG3) principles to education systems to advance curriculum and instruction from traditional static designs to build dynamic learning communities and courses in higher education. Dynamic information should stimulate and support methodological flexibility for converging learner-centred and knowledge-centred education environments. This convergence is achieved through a complex mix of connected digital devices and pedagogical methods proven effective by any number of learning theories. School classrooms can be conceptualised as bounded communities of practice made up of teachers and students working together to learn and build knowledge. The widespread use of information and communication technologies enables these communities to create knowledge, cross boundaries and build up intellectual capital. This paper, based on a qualitative study of thirty-two teachers in Victorian state schools, offers a model of four teachers’ roles that reflects the current situation, and suggests ways in which these roles might be developed to enhance knowledge building. It argues that safe, knowledgeable communities within boundaries, together with active boundary-crossing, can provide the conditions …
