Increasingly, global statistics have pointed out that young citizens are disengaged from democratic participation. This has captured public attention and led some countries to start creating educational policies as an attempt to implement educational citizenship programs to prepare young citizens to be active participants in a democratic society. The authors of this essay have been committed practitioners and teachers of Philosophy for Children in a variety of educational settings, from pre-schools through university doctoral programs and in adult community and religious education programs. The promotion of critical thinking has always been a primary goal of this movement. Democracy does not automatically maintain itself by prescribed constitutions and procedural codes (Dewey, 1939), but rather its citizens must have certain dispositions to protect and strengthen it (Biesta, 2006). According to John Stuart Mill (1859/1991), people can tyrannize one another within the structures of a democracy, a concept he phrased “tyranny of the majority” (p. 7). To safeguard against such tyranny and to maintain a democratic way of life conducive to progress, I contend that our schools must be tasked with developing critical thinking dispositions in our future adults. This paper seeks to address the question of schooling for democracy by, first, identifying at least one form of social character, dependent, after Marcuse, on the historical emergence of a “new sensibility.” It then explores one pedagogical thread related to the emergence of this form of subjectivity over the course of the last two centuries in the west, and traces its influence in the educational counter-tradition associated with philosophical anarchism, which is based on principles of dialogue and social reconstruction as opposed to monologue and reproduction. To create a society in which power is more equally accessible, we must teach our youth not only about civics and government, but also how to use political tools in order to effect social change. In this essay, I argue for teaching power literacy in place of traditional citizenship education on the grounds that the former has greater potential for increasing students’ political efficacy and their abilities to apply knowledge of civics to the real-world issues that affect them. My project utilizes the concept of Understanding by Design, as outlined by education experts Jay McTighe and Grant Wiggins, to craft a 12-week curriculum for high school junior and senior English students. McTighe and Wiggins use backwards planning to create long-term learning goals for students. Rather than superficially trying to cover a wide range of material in class, which results in short-term acquisition of knowledge mostly forgotten in the long run, McTighe and Wiggins focus on “big ideas,” that generate conceptual understanding. Ultimately, students will be able to transfer this knowledge to settings outside of the classroom. To help them …

Drawing from experiences in Indonesia, Malaysia, and the United States, a relationship appears to exist between tolerance for satire, freedom of expression, and academic freedom in higher education. Empowering the under empowered for participation in vibrant democracies and rational public discourse seems to coincide with an increasing tolerance for satire. We posit vibrant democracies must contain educational elements essential to empower the under empowered for democratic participation, in particular, to provide new democratic citizens with an understanding of the role of satire to cultivate rational public discourse in new democracies. In theory, a strong democracy rests on robust citizen participation. The practice in most democracies is quite different. This gap presents a challenge, which can be narrowed by augmenting civic education to bring it up to date with the current information environment and thus give citizens the opportunity to participate. Robert Dahl’s work on democracy provides a model that looks at this problem structurally. He writes about the ideals and the actual institutions necessary for a democracy and if we situate his model in the modern information environment we get a better idea of how to improve civic education. In this response to “The Political Nuances of Narratives and an Urban Educator’s Response,” the authors applaud Pearman’s critical approach to deconstructing and challenging narratives of heroic figures who single-handedly change the world and agree with him that these narratives restrict the sense of agency that may propel citizens to become actively involved in social change efforts. We argue that it is important to question why these narratives exist and to understand them in light of the hegemonic capitalist structure that exploits the masses in service to the capitalist class. Cultivating A Justice Orientation Toward Citizenship In Preservice Elementary Teachers, Sara W. Fry, Jason O'Brien

Teacher educators have an obligation to prepare preservice teachers with the skills and dispositions necessary to promote a socially just world. Yet the results of this study uncovered that the majority of elementary preservice teachers in a national sample (N = 846) have a simplistic perception of good citizenship consistent with what Westheimer and Kahne called a “personally responsible” model of citizenship. Follow-up interviews with 21 participants revealed a problematic trend among 14 participants: inadequate content knowledge and minimal support or even resistance to socially just action.
