Environmental Scan: Topical Areas To Inform A Future Review Of The Australian Professional Standards For Teachers, Kerry Elliott, Pru Mitchell, Hilary Hollingsworth, Charlotte Waters, Jenny Trevitt
Teaching standards and teacher evaluation
The brief was to conduct a broad sweep of literature that has surfaced since the publication of the Australian Professional Standards for Teachers in 2011, and to consider how this literature could inform any future review of the standards. This multi-pronged scan method identified eleven topics that have increasingly influenced teachers' work over the past decade. The environmental scan report provides a critical review of current educational research and policy literature for each of the 11 topics. Findings provide a description of the topic, key sources, an outline of the changing landscape as it relates to teaching, examples of how …

Validating Professional Standards For Teachers: A Practical Guide For Research Design: Snapshot Literature Review, Jen Jackson, Yung Nietschke
Teaching standards and teacher evaluation
This report aims to establish a strong evidence base for planning a validation study of professional standards for teachers. It presents findings from a rapid "snapshot" review of relevant research literature, to identify previous examples of validation studies, and extract lessons from these about worthwhile methods and considerations in research design. This review was originally conducted to inform the design of a validation study of the draft Myanmar Teacher Competency Standards Framework, but may also have wider relevance to other education systems pursuing similar standards-based reforms. This report presents findings from the literature review. It is divided into four sections: …

Professional Certification: Promoting And Recognising Successful Teaching Practices, Lawrence C. Ingvarson
Teaching standards and teacher evaluation
This paper focuses on the challenge of developing a system forrecognising and rewarding accomplished teachers operated by the teaching profession – a standards-based professional learning and certification system. While the focus is on recent Australian experience, it draws on the experience of several countries that have sought to reform teacher career structures and pay systems so that there is a closer alignment between career progression and increasing expertise. Over the past twenty years or so, teacher associations in several countries have demonstrated that the profession has the ability to reach a consensus on teaching standards without imposing uniformity of teaching …
National Curriculum And National Professional Standards: Potentially A Powerful Partnership, Lawrence C. Ingvarson
National Curriculum And National Professional Standards: Potentially A Powerful Partnership, Lawrence C. Ingvarson
Teaching standards and teacher evaluation
The author discusses the potential impact on Australian education of the creation of the interim National Curriculum Board (NCB) and subsequently the Australian Curriculum, Assessment and Reporting Authority (ACARA) and of the National Partnership on Quality Teaching (NPQT). The author argues that their roles should be seen as distinct, but complementary and mutually reinforcing – which has important implications for the new national curriculum, the success of which will depend fundamentally on the willingness and capacity of teachers to meet related standards.

Standards For Teaching : Theoretical Underpinnings And Applications, Elizabeth Kleinhenz, Lawrence Ingvarson
Teaching standards and teacher evaluation
The primary purpose of this report was to conduct a critical review of the literature on the application of professional standards to teachers' practice. The New Zealand Teachers Council provided the following questions in the Request for Proposals to guide the review: Where, in the complex mix of factors that can support teachers' professional capacity, do professional standards sit? How can standards support teacher learning? What are the benefits, costs and harms? Which models enhance and which detract from teachers' professional learning and the profession's overall capacity? Can the documented strengths of working with professional standards be gained in other …
