Teaching and learning online was extensively adopted in English as a foreign language (EFL) teacher education program, as well in education of all levels in China with the advancement of the internet, multimedia information processing, cloud computing, and other information technologies since 1994. However, online education has remained more of a supplement to classroom education, and large-scale normal online education lacks cases and research in China. The purpose of this case study was to better understand the reasons behind the apparent continued success of a blended learning educational model in place since 2012 in the Illinois Department of Juvenile Justice (IDJJ). Using a mixed methods approach, data were gathered and analyzed from a variety of records, reports, and other documentation that included: diplomas awarded, courses taken, course completion, enrollment trends, student mobility rates, GED testing information, and special education student enrollment and performance. Despite opportunities for artist educators to locate their practice in online learning environments, many remain reluctant to embrace virtual classrooms. As schools are being forced to create an increasing array of online courses, administrators are reluctant or unable to provide additional resources for equipping faculty with the skills needed to support online course development. Specific guidelines to train faculty how to teach online are often fragmented or local. Programs that demonstrate the ability to grow vibrant and connected online cultures may help guide future faculty development.
