In Kentucky, educators serve over 100,000 students who qualify for special education services under the Individuals with Disabilities Education Act (IDEA). Given Kentucky's topography, and the designation of 86 of the Commonwealth's 120 counties as rural, it's essential to understand how the socioeconomic and geographic qualities of the state impact the students being served. Previous research has indicated that nearly a quarter of children in Kentucky live in poverty, with the highest rates existing in rural Eastern Kentucky counties. Per the U.S. Census Bureau (n.d.), a rural area is “any population, housing, or territory NOT in an urban area.” Specifically, a rural area is defined as the area of 5 to 25 miles from an urban area (Geverdt, 2015). Rural school districts face different challenges than urban and suburban districts. In fact, several Rural Systemic Initiatives (RSIs) have been established around the country to isolate and address rural school district issues (Harmon & Smith, 2012). In order to improve the effectiveness of transition services in rural schools, feedback from stakeholders in the process is vital. Directors of special education, specifically, must work to facilitate a quality and seamless process for transition despite challenges, and those working in rural settings may face additional obstacles. Since 1998, the rural schools in Lesotho have been performing relatively poorly in the Cambridge Overseas School Certificate (COSC) Examinations in comparison with the high schools studied in the urban areas (Senekal, 2005: 1). It is the researcher’s opinion that many schools in the rural areas experience difficulties when attempting to attract learners because parents have generally lost confidence in those schools. Response to Intervention, aka Response to Instruction (RtI), is a multi-tiered instructional process designed to provide research-based interventions to struggling learners. It has recently gained increased popularity with the perceived failure of the discrepancy formula model of placing children in special education services and with the recent reauthorization of the Individuals with Disabilities Education Act. This study analyzed data collected from a small, rural school division to determine how the integration of students with SLD into general education classrooms was being implemented. Specifically, a survey was conducted to determine if appropriate accommodations were being made for these students and how student outcomes were being evaluated. Respondents included all personnel who were involved in the evaluation and eligibility processes for students with SLD (N=140). Results indicated that, although some active efforts are occurring to integrate students with SLD into general education classrooms, no formal plan for implementation exists in the school division surveyed.
