The purpose of the present investigation was to identify the kinds of facilities and rehabilitative opportunities available for children. Further purposes were to determine, more precisely, what New Mexico facilities offer parents and their children displaying emotional problems. The third purpose was to determine how New Mexico’s few existing facilities are similar or different from those of their counterparts in 23 other states (funding staff composition, and programs). Staffing, facilities, and programming have been continual problems in institutional care of the mentally retarded. Gesell and I lg (1946) examined the institution in respect to developing the “self” of each resident. This study concluded that the institutional setting limited the resident's development because impromptu situations which build love, affection, and the feeling of belonging in the normal child were not present nor provided for in the institution. The purpose of this study was to try to determine whether a structured creativity program could improve creative thinking abilities in elementary emotionally disturbed children. The study examined creativity as a process and contended that emotionally disturbed children could profit from learning to think creatively by increasing their repertoire of appropriate responses. The subjects were taken from two special adaptation classes for the emotionally disturbed. The classes were located in two elementary schools in Albuquerque, New Mexico. This is a study of mild and borderline mentally retarded adults living in Multnomah County, Oregon, who at one time in their lives were patients at Fairview Training School. The concept of "normalization" is merging with the political necessity of "advocacy" to create a different role for the traditionally silent and previously institutionalized retarded citizen, along with new roles for the professional worker with the retarded. In the United States responsibility for education is a function of the state, local school districts derive their authority from the state legislature (Graham, 1962). For many years, especially during the 19th century, the only legislative provision for the education of handicapped children was the limited support of state institutions and residential schools. Recent federal court decisions have substantiated the right of handicapped children to equal protection under the law, including an education, and made state departments of education "solely responsible for providing handicapped children with a free and public education appropriate to their individual capacities." An Assessment Of The Level Of Awareness Of Utah Public School Special Educators Concerning The State's Child Abuse Reporting Laws And Procedures, Charles Guy Riddle

An assessment was made to determine the level of awareness among Utah public school special educators concerning the state's child abuse reporting laws and procedures. The assessment was made with a questionnaire developed by the author and mailed to those teachers involved with programs for the learning disabled, the emotionally disturbed, and the trainable and educable mentally retarded. Accompanying each questionnaire was a letter of transmittal and a self-addressed, stamped, return envelope. Two mailings were utilized, fourteen days apart, to achieve a useable 81.9% return.

The social and political confrontations of the 1960's forced public school educators to reassess many of their values. Among the crucial issues which resurfaced as a result of this reassess­ment was the basic question of why some students were learning while others were not. This independent project addresses itself to that question. In particular, it presents one approach .which, when used responsibly, can alter the patterns of non-· learning that exist for so many young people attending schools today.
