An ethnic gap in education is prevalent around the world. This remains the case in Vietnam, a country that has achieved phenomenal economic growth and raised the educational attainment of the public. This paper examines the impact of language policy reorientation represented by the textbook supply program in Vietnam on the ethnic gap in children's learning measured by a vocabulary test. Applying difference-in-differences estimation to the Young Lives data between 2006 and 2015, we show that the program became more effective in narrowing the ethnic gap as the education policy became reoriented toward ethnic minority children. While past two decades have witnessed a remarkable educational progress in Vietnam, ethnic minority children consistently lagged behind ethnic majority children in academic performance. The government of Vietnam has stepped up efforts to assist ethnic minority students in their learning by lowering the linguistic and cultural barriers they face. Among such efforts is the textbook supply program, and we examine its impact on the learning of children proxied by vocabulary test. The internationalization of social work is firmly established with the presence of multiple international social work organizations. In the specialization of school social work, there are opportunities for exchange through an international school social work conference held every two to three years. This policy analysis report captures how cities and countries value, define, and measure Whole Child Development (WCD) - and equivalent - both broadly and in the context of reaching those in extreme adversity. The WCD conceptual framework of this study refers to 11 key themes: values, life skills, social and emotional learning, spirituality, academic knowledge, student engagement, adult support, community, academically challenging learning, safe environments, and health. The report provides insights into the challenges experienced in embedding WCD in education systems and offers evidence around the growing recognition and momentum globally around WCD and holistic learning. This essay studies the dynamic between ethnic minorities and majority in the Vietnamese education system. By examining the appearance and representation of ethnic minorities in national literature curriculum, textbooks, and examinations, the analysis reflects the government's perspectives regarding the “appropriate” portrait of ethnic minorities' heritage and relationship with the majority. The study finds that Vietnamese education framework and content comply with the national construct of a Vietnamese identity across ethnicities. The state determines educational materials and selectively permits only aesthetic, politically benign, and Kinh-like narratives of ethnic minorities’ cultures, many written and/or chosen by Kinh authority rather than the ethnic …

In this commentary, Ortiga discusses two main tensions in how the authors in this volume portray the future of Vietnamese higher education. The first tension is the issue of autonomy or how universities must redefine their purpose and role in Vietnamese society as the state loosens its monopoly over higher education. Meanwhile, the second tension is the issue of privatisation or whether for-profit corporations and private agencies should play an increasing role in providing higher education services in the country. Evaluation Of A Broadly-Based Control Model Of Fascioliasis (Liver Fluke) In Central Vietnam, T M. Quy, Heather Yeatman

Fascioliasis (liver fluke) has raised significant public health concerns in the 15 regional provinces of Central Vietnam. However, comprehensive strategies for fascioliasis control are not in place with reliance on chemotherapy as the main control measure. This study implemented a broadly-based control model comprising of five main components: vector control, health education, improvement of local health systems, involvement of concerned bodies, and chemotherapy. Following the intervention, significant reductions in seroprevalence (4.2% vs. 8.8%, p<0.05) was found in the Intervention 1 commune (broadly-based model), but not in the Intervention 2 commune (model comprising of human chemotherapy and animal chemoprevention) or the Control commune (Control commune, human chemotherapy only). Improvements in knowledge and practice of fascioliasis control were found in the intervention communes 1 and 2, although there remained significant differences in the levels of awareness in these two cohorts (80.2% vs. 37.5% respectively, p <0.017). Considerable changes in practices were found in the Intervention 1 commune with all poor practice items reduced significantly in comparison with the baseline level (p<0.017). Findings in this study also supported the effectiveness of the recommended chemotherapy (triclabendazole 250mg, 10mg/kg body weight) for selective treatment of fascioliasis. Having established the effectiveness of the broadly-based control model, it is important to explore the factors that enable, or act to impede, the implementation of a broadly based control model.

Washback, or the influence of testing on teaching and learning, has received considerable attention in language testing research over the past twenty years. It is widely argued that testing, particularly high-stakes testing, exerts a powerful influence, whether intended or unintended, positive or negative, on both teachers and learners. This article investigates the washback effects of a high-stakes English language proficiency test, the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT), in Vietnam.
