While policy makers have attempted to standardize teacher evaluation, policy is implemented and enacted by school administrators. This study addresses the following question: Considering the legislative efforts to remove control of evaluation from local figures, do teachers perceive school principals as influencing the implementation of state-level evaluation policy and, if so, in what ways? I examined interviews from 14 teachers across four high schools within a district in North Carolina derived from a larger mixed method case study of teacher perceptions of evaluation policy and classroom practice. Exploiting A Grading Policy Shift As An Instrument To Estimate Impact Of Grading On Teacher Evaluations, Gavin Johnson

Professors at a university plausibly have an incentive to give higher grades to students, and these higher grades will be reflected in student evaluations, which are used to assess teaching quality, which could have career impacts. This paper takes advantage of a policy shift at the business school at Utah State University that introduced suggested caps on the average course grades that teachers gave. This allowed instrumental variable analysis to correct for bias in OLS estimations of these impacts. Although there is a large body of research that addresses the essential elements of family engagement, little information was available on the impact that a family engagement program had on teacher evaluation and familial self-efficacy. The purpose of this qualitative case study was to assess teacher competencies and family self-efficacy in a large urban district in West Texas. The research was conducted by gathering baseline data using questionnaires derived from the Measure of School, Family, and Community Partnerships survey and the 2015 Equitable Parent-School Collaboration Research Project University of Washington. Teacher quality is the most important school-based factor affecting student learning and achievement. In 2009, the Race to the Top (RttT) federal education initiative provided an opportunity for states to compete for federal grant resources to reform their public education systems, which included revamping teacher evaluation systems to improve teacher (and principal) effectiveness. Consequently, New York State was awarded almost $700 million in 2010 during the second phase of RttT for its Regents Education Reform Plan, which established a new teacher and principal evaluation plan known as the Annual Professional Performance Review (APPR). This sequential mixed methods study addressed the need for research that both described and explained how teachers of varying experience respond to administrative evaluative feedback. Formative evaluation theory of Scriven and professional growth models of Steffy and Fessler served as theoretical models for data analysis. An online survey asking teachers how they changed their practices and what accounted for their response was received from 270 teachers in 1 Midwestern state. Of these, 9 teachers of varying experience were interviewed. The quantitative data showed that most teachers do not change practices on the 8 state teaching standards in response to feedback. …

The purpose of this sequential transformative study was to elucidate the negative experiences of teachers with performance evaluations and to juxtapose the intended use of current popular teacher evaluation reform movements to the evident implementation. One may quickly assume that negative experiences with evaluation are a result of unsatisfactory teaching practices. However, this may not accurately explain the negative experiences. This study begins with a review of court cases that have helped shape public education in America. Following the review is an analysis of federal reform in education from 1965 to the present, paired with educational leadership literature to highlight a disparity in what federal mandates and state policies have in place for accountability measures. The study ends with a state analysis of Illinois and Iowa to find the strengths and weaknesses of state policy in the area of principal accountability.

Starting in the 2010-11, administrators at the Fountain Lake School District implemented the Cobra Pride Incentive Program (CPIP), a merit pay program designed to financially reward all school employees with year-end bonuses primarily for significant improvements in student achievement. At the conclusion of the 2010-11 school year, over $800,000 in bonuses were distributed to school personnel. Because of the substantial investment in this program, it was important to determine how the CPIP impacted the school counselors, teachers, and students of Fountain Lake, to see if any of the potential benefits of a merit pay program were realized.

The purpose of this study was to conduct a content and component analysis of evaluation instruments used to evaluate preservice teacher performance by special education teacher preparation programs. Direct observation (DO) and summative evaluation (SE) forms were collected from a random sample of Special Education teacher preparation programs that are recognized by the Council for Exceptional Children (CEC). The forms were then coded for content and components based on predetermined categories to identify similarities and differences. Variances among the DO and SE forms indicated possible methods for evaluating preservice teacher knowledge, skills, and dispositions.

The goal of this study was to identify areas of teacher performance that were lacking to the point that the teacher was nonrenewed. Individual school districts can gain insight into why teachers are failing and make adjustments to their training and teacher induction programs that will improve professional practice. The study found that teachers failed primarily in the area of classroom management. The Role Of Inferential Accuracy In Performance Rating Accuracy: A Field Study Of Teacher Performance Appraisal, Cynthia L. Cooper

This study first assessed the accuracy of performance appraisal ratings of high school teachers in comparison to the achievement of their students as measured by Virginia's Standard of Learning (SOL) tests. The overall performance rating scores of 145 teachers were compared to the pass rates of their students on SOL end-of-course tests. The rating sub-scores in each of four domains of performance were also compared to the SOL pass rates.
The study then tested the influence of Inferential Accuracy, a model proposed by Jackson (1972), on rating accuracy overall and of individual raters in the study. Inferential Accuracy is comprised …
