In Pursuit Of Consumption-Based Forecasting, Charles Chase, Kenneth B. Kahn

[Introduction] Today's most mature, most sophisticated, best-in-class forecasting is what we call consumption-based forecasting (CBF). In contrast, the least sophisticated companies typically do not forecast at all, but rather set financial targets based on management expectations. Companies beginning to use statistical forecasting techniques usually take a supply-centric orientation, relying on time series techniques applied to shipment and/or order history. The next stage of progression is to incorporate promotions data, economic data, and market data alongside supply-centric data so that regression and other advanced analytics can be used. Despite the upsurge in the number of woman students as well as novice faculty /administrators, there are still too few women leaders to inspire the shifting demographics. The growing number of female undergraduate students in most parts of the world has created the erroneous perception that gender equality in higher education has been attained. Although peer student support services are offered at college and universities across the country, there is little discussion regarding how students are trained to work in these positions. While the benefits of student support services are generally agreed upon, these services can only be effective if student employees feel adequately prepared for their roles. This study aims to determine best practices to design training curriculum for students employed as writing center consultants, content tutors, and peer mentors in a university setting. A stronger middle class is important for the economic and political future of both cities and nations. Analyses focusing on the size of the middle class can be misleading, providing information on income inequality or temporary economic conditions. More important than the size of the middle class is the quality of life of the middle class. Higher education can serve students from middle-class backgrounds, helping them sustain a middle-class standard of living and rise up the economic ladder, as well as providing “on ramps” to the middle class for those from low-income backgrounds. "[A]n examination of racial diversity in higher education requires serious consideration of space... [A] spatial perspective offers a lens for locating and examining processes of racialization. And a spatial approach also provides a language participants and researchers can use to talk about the discreet ways race still operates in everyday interactions, including subtle forms of racism that are overlooked or ignored because race is often understood by students to matter less today. Essentially, a spatial approach sheds light on race relations and racial structures in tangible campus environments."

The Kalamazoo Promise, announced in 2005, is an innovative college-scholarship program available to every graduate of the Kalamazoo (Michigan) Public Schools. Programs such as the Kalamazoo Promise, which is being emulated in cities across the United States, open new avenues for the acquisition of human capital regardless of income level or academic achievement, while facilitating the creation of new economic and social assets for the community. Following a brief explanation of the program itself, this paper examines the Kalamazoo Promise as a human capital-investment strategy and its potential as a mechanism for reducing inequality. This paper examines the effects of expansions in higher educational institutions and the medical service industry on the economic development of a metropolitan area. This examination pulls together previous research and provides some new empirical evidence. We provide quantitative evidence of the magnitude of economic effects of higher education and medical service industries that occur through the mechanism of providing some export-base demand stimulus to a metropolitan economy. We also provide quantitative evidence on how much higher education institutions can boost a metropolitan economy through increasing the educational attainment of local residence. The Upjohn Institute conducted an economic impact study of a universal, place-based scholarship program for La Crosse, Wisconsin. This study examines the possibility of developing a program similar to the Kalamazoo Promise for the La Crosse area. The La Crosse area is facing a population decline, growing concentrations of low-income students, an aging infrastructure in the region’s largest school district, and regional sprawl that is consuming farmland and natural assets while creating new challenges of congestion and service delivery. As a response to these issues, this study explores the potential impact of a universal, place-based scholarship program.

The scholarship can be used to attend any accredited vocational training institute, college, or university of the student's choice. This paper considers how a state such as Michigan can increase the economic development benefits of higher education. Research evidence suggests that higher education increases local economic development principally by increasing the quality of the local workforce, and secondarily by increasing local innovative ideas. These economic development benefits of higher education can be increased by: 1) competent management of conventional economic development programs that focus on business attraction and retention; 2) policies that focus on increasing local job skills by educating the state's residents, as opposed to attracting in-migrants; 3) policies that address specific "market failures" in how higher education …
