Abstract
This doctoral dissertation in practice (DiP) explores the critical problem of practice wherein school administrators, primarily identifying with the predominant white culture, lack the requisite equitable leadership capacity to address systemic racism within their schools and the district. The perpetuation of systemic racism in schools leads to inequitable outcomes among marginalized students. Grounded in CRT and culturally responsive leadership frameworks, this DiP seeks to identify the barriers hindering administrators from enacting meaningful change and to propose an organizational plan to enhance their capacity for equitable leadership. Children in elementary schools think, talk, and reason in big ways that reflect how they live and experience race, racism, and racialization. Some elementary school teachers -- or critical-race teacher change agents -- intentionally include this work in their classrooms. My aim is to find out what motivates critical-race teacher change agents to challenge Whiteness in their classrooms and understand what they say they do to challenge Whiteness with young children.

Accelerating from 2022 and continuing through 2024, the state of Florida has experienced significant policy changes, particularly within the realm of higher education and affairs of diversity, equity, and inclusion (DEI). Many progressive officials, experts, and activists assert arguments that the state is on the verge of evolving into an authoritarian regime while many illiberal policies are being produced through the Florida legislature and current executive leadership—social and economic sectors are consequently threatened in order to maintain political oppression. Examining Systemic And Dispositional Factors Impacting Historically Disenfranchised Schools Across North Carolina, Raketa Ouedraogo-Thomas

This mixed method sequential explanatory study provided analysis of North Carolina (NC) school leaders’ dispositions in eliminating opportunity gaps, outlined in NC’s strategic plan. The study’s quantitative phase used descriptive and correlation analysis of eight Likert subscales around four tenets of transformative leadership (Shields, 2011) and aspects of critical race theory (Bell, 1992; Ladson-Billings, 1998; Ladson-Billings & Tate, 2006) to understand systemic inequities and leadership attitudes.

The qualitative case study exposed the permanence of racism beginning in the antebellum public schools of Nashville and continued in the current actions in the Tennessee legislature with the expulsion of two Black male legislators. Critical race theory is used as the main descriptor for the actions of White politicians and legislators in Tennessee who continue the oppressive treatment of Black people in the state of Tennessee.

The traditional concert band/orchestra model in many public high schools often passively presents content regarding Black, Indigenous, and People of Color (BIPOC). BIPOC students in these ensembles bring a wealth of experience from their communities. Meanwhile, BIPOC face barriers including invalidation and a diminished sense of representation in these ensembles. This qualitative investigation explored how BIPOC students in a public 9-12 high school district experienced social, pedagogical, curricular practices in their school’s concert band/orchestra. Race-based cultural centers (e.g., Black Cultural Centers) were established on college campuses in the 1960s in response to the neglect experienced by Black students (Chessman & Wayt, 2016; Gorski, 2019; Gorski & Chen, 2015; Hurtado et al., 1998; Joseph & Hirshfield, 2011; Smith, 2008). During the multiculturalism movement of the 1980s, some institutions eliminated race- based cultural centers and established Minority Student Services (MSS) to support all historically marginalized students under a centralized center (Patton, 2011; Patton & Hannon, 2008). The purpose of this phenomenological study was to investigate the factors women of color in athletic administration perceive to be contributors to the underrepresentation of minority women in Division I athletic director leadership positions. The study sought to identify and understand barriers that ostensibly impact women of color. At the southernmost tip of Texas, the University of Texas Rio Grande Valley (UTRGV) opened its doors on August 31, 2015 as a ‘bilingual, bicultural, and biliterate’ campus—the only one of its kind and at a scale never before attempted in the United States. The research questions guiding this study include: How do doctoral-level students or recent graduates of color within counselor education and supervision programs describe the manifestations of power in the context of their program and university? What experiences with power do counselor educators in training (CEITs) cite as memorable in their counseling program? A phenomenological-based approach was chosen to understand the experiences with power. Using purposive and criterion sampling methods, three participants were recruited and selected. This applied dissertation was designed to further understand the lived experiences of Black millennial student affairs professionals navigating and advancing through a predominately white institution in the southern United States. This phenomenological study, framed by critical race theory and intersectionality, sought to ultimately use these lived experiences to advocate for change. A review of the literature highlighted the needs, values, and experiences of Black Millennials based on both identities, the experiences of working in student affairs/higher education with these experiences, and the need for intentional diversity efforts by higher educational institutions.

Throughout the Pacific Northwest there are a total of 12 Hispanic Serving Institutions (HSIs) with an average Latin@/x undergraduate full-time enrollment rate of 33.7 percent. In order to be designated as HSIs, institutions of higher education must have an enrollment rate of 25 percent or more students who identify as Latin@/x. HSIs became recognized in the late 1980s when a small number of higher education institutions enrolled a large number of Latin@/x students, yet did not have the resources to successfully educate the students (Excelencia, 2019). The study features three recent high school graduates from the same campus, and their perspectives on a series of topics related to their racial identity. As the nation’s high school student population becomes increasingly diverse, the declining number of minority teachers, particularly African American male teachers is becoming an area of concern. This instrumental case study of African American male high school teachers in the Fayette County Public School system in Lexington, Kentucky sought to identify the motivations for teaching, the barriers prior to and during teaching, as well as the roles these individuals are asked to fulfill in their schools. "Strangers in the Classroom" is an instrumental case study research that examines the Black male student as a stranger in Title 1 middle school classroom due to the subtleties of cultural domination and racial bias in the English Language Arts curriculum. It has been over two decades since the theory of culturally relevant pedagogy (CRP) was posed by Ladson-Billings (1995), yet little has changed in the lives of Black students and students of color. Across the literature, researchers revealed many White teachers lack awareness of self and others. African American men complete post-secondary education among the lowest rates of any other subgroup in higher education (Brooms & Davis, 2017; Farmer & Hope, 2015; Palmer, Wood, Dancy, & Strayhorn, 2014; Warde, 2008). The current study examined the effects of a single and required Critical Race Theory (CRT)-oriented multicultural course on White, master-level counselor trainees with and without clinical experience. More specifically, the study examined differences in White counselor trainees’ responses to instruments that assessed White privilege attitudes, multicultural counseling competence, and cross-racial contact comparing trainees that had taken the required multicultural course with those who had not. Previous research suggests that when a single multicultural counseling course is a requirement of counselor training, multicultural counseling competence and White privilege awareness tend to increase. In this research, I develop a methodology that I call Race-Grounded Phenomenology (RGP). The scope of this study investigates how Black undergraduate students navigate the discipline of political science. An eclectic array of critical theories of race unveil the ways in which Black undergraduate students exhibit flair and tenacity, or what I call Black Finesse. The eclectic array of critical theories of race utilized in this study include critical race theory, critical whiteness studies, and identity enactments. Emotional abuses within LGBTQ2SIA* communities are rarely acknowledged as existing or often normalized. Through care and anti-oppression works, transformative justice models such as community and self-accountability have helped carve out ways of addressing harm directly and breaking cycles of violence. The research in this thesis has been through mixed qualitative methodologies including semi-structured interviews and surveys. The participants' along with other authors, artists, activists and scholars’ narratives draws upon the experiences of emotional abuse lived within structural and social surveillance. Racial disparities in school discipline are well-established in the United States’ public-school system. These disparities contribute to a phenomenon known as the school-to-prison pipeline. This phenomenon is a metaphor for the mechanisms that push students, especially students of color, out of school and into the justice system. The purpose of this study was to identify opportunities to expand access to higher education. The research specifically explored the combination of two interventions that support college readiness: the Advancement Via Individual Determination (AVID) program and dual enrollment. Evidence indicated that each of these programs individually improved students’ readiness for college, but there was no research that explored the success of students involved in both programs. Therefore, a call was made for the use of multicultural competencies in counselor preparation programs. Yet, the popularization of multicultural competencies of this time in education had a Eurocentric bent, a kind of colorblindness

Through interviews with sixteen full-time employees representing a two-year public institution of higher education in the Pacific Northwest, this study explored faculty and staff perceptions of the purpose of an HSI designation and the intentionality of serving Latina/o students. The literature review provides a historical context of Minority-Serving Institutions (MSIs) and the role MSIs serve in higher education. This study applies Critical Race Theory as a critical lens to gain a clearer understanding of highly racialized policies and teaching practices around international student engagement in US higher education. The findings help to inform higher education leaders of how to support faculty to foster more inclusive and affirming learning environments for international students of color and other diverse student populations.
