Singapore Management University (SMU) Libraries’ learning spaces are managed on the basis of an active collaboration between students and library staff. The SMU Libraries’ experience affirms Logan’s (2012) statement that “…intelligent collaborations between librarians and students is a partnership that enhances both the library and the students” (318). Beyond this, an outcome of the partnership between SMU students and library staff has created an evidence-based learning space design and management framework and brought about learning outcomes for both students and library staff. The Singapore Management University (SMU) Library was tasked with documenting the early history of SMU by the chairman of its board of trustees. An oral history project to interview the pioneers involved in the formation of the university began in 2011. The project team included the Library, the Information Technology department, and a researcher/interviewer who was familiar with SMU. It was a steep learning curve for the team. As they conducted and processed the interviews, they learned about and made decisions on interviewing, recording, transcribing, storage, website design, discoverability, usability, and sustainability. Problem Based Learning (PBL) appears to be the way forward. Gen Z students seem to prefer discovery and a self-paced learning environment (often using a variety of gadgets) rather than a more structured instruction module in a classroom setting. Kenney (2008) found that PBL provides the theoretical framework for a learner centered, active instructional experience that relies on collaboration, critical thinking and hands-on interaction with resources. Pelikan (2004) developed and delivered course-related library instruction using PBL over a period of two years in Penn State School of Information Sciences and Technology and concluded that PBL is a worth pursuing approach …

In order for Singapore Management University to provide essential support to its researchers and remain competitive with peer institutions, the Li Ka Shing Library at SMU should initiate a distinct research data services function that provides, at minimum, identification and dissemination of data resources, instruction in finding and using data, and some technical assistance with the use of specialized software. The globalization of the education industry and concern by governments and funding bodies for academic accountability have turned university rankings into an international game with widening participation not only from North America and Europe but from the Asia-Pacific region. This paper provides a literature review that synthesizes current international and national policies and accountability initiatives with the history of research rankings and the use of bibliometrics to produce 21st century university research rankings.
