Nationally, the labor market is calling out for workers to fill the increasing number of job vacancies, but those qualified, skilled, and able to fill them are limited in supply or retiring in large numbers. As America’s key industries offer high salaries in return for candidates with the necessary skills and credentials to fill their vacancies, the skills learned and third-party industry credentials earned in secondary Career and Technical Education (CTE) programs seem to make a perfect fit for the student, employer, and the economy. This edition of the OEP Awards highlights schools in Arkansas based on student growth on the ACT Aspire exams in Mathematics and English Language Arts (ELA). This is a departure from prior awards, which were based on student proficiency.

We choose to focus on student growth for these OEP awards because we think it is a better reflection than proficiency rates of how the school is impacting students. Contemporary research about purpose suggests that adolescents benefit in multiple ways when they develop purpose, and at the same time, that many adolescents are not purposeful. Adolescents in Catholic high schools may receive a unique set of contextual supports that help them develop a sense of purpose and understand what that purpose is. This study was designed to understand the content and organization of purpose for young adolescents during their first year in a Catholic high school. The GPA measure, we believe, is a better representation of student achievement on statewide standardized exams. In this report, we are presenting a list of the top 25 schools in each area. In some cases, these "top 25 lists" will contain more than 25 schools as some schools' GPA scores will be identical. This is not a new phenomenon, as we also exceeded 25 schools in previous reports when using the percent proficient and advanced metric as an indicator for student achievement; however, there are fewer ties using the more precise GPA measure.

Physical education is recommended for its potential to promote and provide physical activity. However, in high school settings students can commonly participate in other specified physical activity related programs in lieu of physical education and these programs are referred to as physical education waivers. Junior Reserve Officer Training Corps (JROTC) is a common physical education waiver program. Although the criteria used to establish JROTC as a waiver program for physical education is unclear, anecdotally similar accrual of physical activity appears to be a main rationale. Adequate Yearly Progress And Dropouts: An Analysis Of Kentucky High Schools & Districts, Michelle Schardein

Education accountability measures, especially since the passage of No Child Left Behind, have been assessed for a variety of factors in empirical research. A large portion of this literature finds that overall, accountability measures increase performance, but also increase the achievement gap. These findings have inspired this research to examine what other marginal groups of students have been affected by the unintended reaction to the consequence-based incentives found in minimum competency accountability programs, such as No Child Left Behind.

The goal of a practicum was that high school students in non-academic 10th grade English classes would develop an understanding of and appreciation for cultural differences. Perhaps the first justification for the inclusion of speech in today’s curriculum is the very evident predominance of oral communication in our lives. Painter has pointed out that “oral communication is the vehicle for 90 percent of the exchange of ideas.”

A second justification for the belief that speech education is important today lies in the fact that our country is a democracy.
