This culturally relevant qualitative examination of the leadership of Black women educational leaders (BWEL) committed to advancing a social justice leadership agenda within the contested spaces (Stovall, 2004) comprising United States (U.S.) P-12 schools, employs an African centered emancipatory methodology (Kershaw, 1990, 1992; Tillman, 2002), situated in a conceptual framework grounded in the research on applied critical leadership (Santamaria, 2013). It examines, highlights, celebrates, and makes transparent, the unique leadership of BWEL. The purpose of this qualitative narrative study was to report the stories of Latina’s experiences with the leadership pipeline in higher education, and determine what venues within that pipeline facilitate or impede access to executive level administrative positions. The practical significance of this study would include expanding the quantity of academic research on Latinas’ interest and inclusion in obtaining executive leadership positions in higher education, where little has been recorded of their presence or successes (Lopez-Mulnix, Wolverton & Zaki, 2011). Policy analysis helps to develop a greater understanding of societal problems and provide possible solutions for elected and non-elected government decision makers. Ultimately, the product of analysis is advice relating to public decisions and informed by social values. In light of the pressures placed on education by policy-makers concerning implementation of educational reform there are surprisingly few studies concerning the changing role of the federal government from a historical perspective. In contrast with recent decades of economic growth and stability, today's education funding landscape appears to be entrenched in a pattern of diminishing financial resources that may persist for a number of years. This is occurring also amid unprecedented efforts by lawmakers and public officials to intervene in school reform work. The Motivating Language Of Principals: A Sequential Transformative Strategy, William Tobias Holmes

This study implemented a Sequential Transformative Mixed Methods design with teachers (as recipients) and principals (to give voice) in the examination of principal talk in two different school accountability contexts (Continuously Improving and Continuously Zigzag) using the conceptual framework of Motivating Language Theory. In phase one, teachers were surveyed using the ML Toolbox. The survey was administered using the Dillman Tailored Design Method, and the return rate was 67.48%. The major findings that emerged were: (a) significant differences in Motivating Language (ML), Direction-Giving Language (DG), Empathetic Language (E), and Communication Competence (CC) variables between the Continuously Improving and Zigzag Clusters; …

Children in high poverty schools often receive inadequate services in dilapidated facilities while enduring inexperienced and unprepared educators (Darling-Hammond, 2004). Communities with a dense impoverished population in turn create school wide poverty, which is ultimately more detrimental than individual family poverty (Books, 2004). With most teachers leaving impoverished urban schools within the first five years, it is no surprise of the difficulty to retain qualified and professional school leaders.
