Abstract

This doctoral dissertation in practice (DiP) explores the critical problem of practice wherein school administrators, primarily identifying with the predominant white culture, lack the requisite equitable leadership capacity to address systemic racism within their schools and the district. The perpetuation of systemic racism in schools leads to inequitable outcomes among marginalized students. Grounded in CRT and culturally responsive leadership frameworks, this DiP seeks to identify the barriers hindering administrators from enacting meaningful change and to propose an organizational plan to enhance their capacity for equitable leadership. Pervasive well-being concerns of youth in Alberta are steadily contributing to society’s collective soul wound. In response to this growing need, K-12 systems are faced with increased demands for school-based mental health services. Public Prairie School Division (PPSD) provides student mental health intervention needs through onsite access to school-based teacher counsellors and referrals to centralized psychologists. However, decisions regarding mental health practitioner allocations or practice standards are often left to individuals and generally follow historical practice. This Organizational Improvement Plan (OIP) addresses the lack of sexual violence (SV) reporting at an undergraduate university (Coastal U; a pseudonym) where values of equity, diversity, and inclusion are espoused. Nonetheless, students from diverse cultures at Coastal U report a lack of visibility, unclear pathways for reporting, poor student and staff education, and numerous reporting fears, culminating in a lack of SV reporting. This Organizational Improvement Plan (OIP) examines educator support to students who present with chronically challenging behaviours. Educators are experiencing an increase in the frequency and severity of interfering student behaviours affecting classroom learning, school climate, and educator mental well-being (RRDSB, 2018a, 2019b; Santor et al., 2019). Educators frequently disengage from these students and their discipline is managed by administration (RRDSB, 2019b). These students, often already members of marginalized communities (Bailey, 2015), are further marginalized by the use of exclusionary, punitive measures.
