Decentralization Of Mexico’S Agricultural Extension Services And The Ongoing Struggle To Alleviate Rural Poverty, José M. Uscanga, M. Craig Edwards

Atendencytodecentralizenationalagriculturalextensionsystemsaroundtheworldcaughtmanycountriesunpreparedtorespondeffectivelytotheneedsofitsruralpopulationunderprivatizedapproachestoextensiondelivery,especiallyinregardtopovertyalleviation.MyriadinternalandexternalfactorsledMexicotodismantleitsnationalagriculturalextensionsysteminthe1990s,andadoptamoreprivatizedorcontractor-drivenapproach.Asaresult,significantchangesoccurredinthewayextensionserviceswereofferedtothepublicafterthesystem’sdecentralizationbyMexico’sfederalgovernment,althoughsomesimilaritiesremained.Afteralmosttwodecadesofdecentralization,theeffectivenessofthecurrentsystemhasbeenquestionedregardingitsprovisionofservicestomarginalizedgroupswhorepresentthemostimpoverishedofMexico’scitizens.Thishistoricalnarrativeaimedtounderstandthephenomenonbyexploringthecausesofdecentralization,comparingextensionservicedeliverybeforeandafterdecentralization,includingitsoutcome,privatizationofextensionservices,andsuggestdirectionsforimprovementinthefuture
