The purpose of this study was to describe the school climate and school culture in selected public secondary Priority Schools, Focus Schools, and Reward Schools in New Jersey and New York. This study used the United States Department of Education’s Elementary and Secondary Education Act (ESEA) Flexibility Waiver definition to identify Priority Schools, Focus Schools, and Reward Schools. The grades ranged from ninth to twelfth grade. The lists of schools were identified from the 2016 New Jersey Department of Education and the New York State Education Department lists of Priority Schools, Focus Schools, and Reward Schools (NJDOE, 2016; NYSED, 2016). …

Hope For Transformation: The Metaphorical Broken Window That Distinguishes High-Poverty, Low-Performing Schools From High-Poverty, High-Performing Schools., Tania P. Coleman

This study examined the phenomenon of the difference between high-poverty, low-performing schools and high-poverty, high-performing (H-P/L-P & H-P/H-P schools through the metaphorical lens of Kelling and Wilson's 1982 Criminal Justice Broken Windows Theory. The Broken Windows Theory describes the norm-setting and beckoning effect of urban disorder and vandalism on additional crime. Previous research found that H-P/H-P schools had a collaborative school culture. This research used elements of school culture as metaphorical broken windows. The study employed a cross-sectional phenomenology mixed methods design to examine school performance scores, school routines and school culture. This descriptive case study focused on a single high school community which is intentional in its efforts to craft a school culture, fostering belonging and safety in students who are Gender and Sexual Diverse (GSD). The researcher examined the perspectives of classroom-based and non-classroom-based educators, as they strove to articulate how they address the needs of this student-population without negatively impacting academic and other school priorities, and how they incorporate understandings regarding this population into their practice. Recent charter school closures in a Southeastern Michigan community have created an influx of displaced students from communities where families are not provided systematic support to make the unexpected transition. The study utilized focus group and individual interviews to collect data from high school students who have experienced their charter high school closing and have transitioned into a single charter high school. Data analyses were done concurrently with data collection, and the first- and second-level codes were presented in matrix displays. Four themes emerged from the interviews of these participants.
