Involving undergraduate students in bona fide research can provide multiple types of benefits. Whether students elect to pursue research careers or not, research experiences can be beneficial. Students gain an excellent resume item and interview discussion topic. They also gain experience in team participation dynamics and project management and the opportunity to put techniques that they have learned in the classroom to use. In interdisciplinary projects, they learn to work with those from other disciplines, gain an understanding of the challenges of doing so and gain an understanding of the vernacular of these other disciplines.

Government regulations and uncertainty about their enforcement can be a significant barrier to innovation. In business, it is undesirable to consume time and other resources developing a product that cannot be sold or which requires navigating significant bureaucracy for each sale. In academ-ia, where limited funding is available prior to the submission of a grant pro-posal and receipt of an award, proposal-stage compliance costs can derail a project long before it begins. Risk Analysis & Management In Student-Centered Spacecraft Development Projects, Jeremy Straub, Ronald Fevig, James Casler, Om Yadav

Student involvement in any engineering project introduces an element of risk. This risk is particularly pronounced with small spacecraft projects, as a failure of the spacecraft on-orbit can result in a complete failure of the mission. However, student involvement in these projects is critical to allow research aims to be accomplished, in a university setting, and to train the next generation of spacecraft engineering professionals. The nature of risks posed by student involvement is discussed and a framework for assessing and mitigating these risks presented.

This column draws on the approach of statistician J. Edwards Deming to analyze sources and consequences of variation in an education system. Educational systems are not immune from the effects of poor statistical control, which makes it difficult for teachers to teach effectively and for managers such as principals to improve on school performance. It is also argued that the need for statistical control in these areas is in tension, if not outright conflict, with our goals for educating students.

An educational system is a highly coupled complex system of inputs, outputs, sensors and actuators. Using an engineering perspective, this column begins the process of naming and categorizing parts of the system. It then focuses on teachers as one part of a large system, and analyzes the forces that influence how teachers work, and that draw or repel individuals to a teaching career. The growing shortage of qualified teachers can be explained by properties of the system as a whole that determine the context in which teachers do their job.

Two strategies are proposed for sorting out priorities and goals in education. At the college level the column argues that goals, and therefore requirements, should be set based on the desired knowledge base of the entire population rather than the individual. At the scale of a single K-12 classroom the column argues that priority be given to content requiring most instructor intervention, describing how the structure of class time and school activities would change as a result. Including strays, 122 species of butterflies have been confirmed in Iowa. However, since European settlement the populations of taxa of Iowa Lepidoptera have declined. While certain generalist species have experienced declines, species with life cycles that include native habitats, especially prairies and wetlands, have been particularly vulnerable. In a 1994 revision of the Iowa endangered and threatened species list, the Natural Resource Commission (NRC) listed two species of butterflies as endangered, five as threatened, and 25 as special concern, using general legal definitions of those rankings (NRC 1994).
